Job Description Description To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis. A Senior Project Manager is needed to oversee the VertiGIS Application Upgrade project within the Geospatial Ontario IT Program.

The Land and Resources I⁢ Cluster (LRC), in partnership with the Ministries of Natural Resources, Energy and Mines; Environment, Conservation, and Parks; Agriculture, Food, and Agribusiness; and Indigenous Affairs and First Nations Economic Reconciliation is undertaking a multi-year effort to upgrade up to 18 business-critical geospatial applications hosted on the GIS Delivery Platform (GDP).

This initiative is driven by the need to upgrade Geocortex-based applications, which rely on deprecated middleware and infrastructure, to the current Geocortex vendor release version, the fully supported, next-generation VertiGIS platform.

The project will deliver like-for-like upgrades of up to 18 existing Geocortex applications, preserving current functionality while upgrading the underlying technology and application codebase.

This work will ensure continued alignment with GO-ITS standards and service delivery requirements, maintain vendor support, and mitigate risks associated with unsupported systems, including security vulnerabilities, system instability, performance degradation, and potential reputational impacts.

The upgraded VertiGIS applications will provide improved integration with contemporary GIS capabilities, including enterprise data, geoprocessing services, and portal technologies.

This enhanced compatibility will enable future modernization opportunities and improved data management efficiencies.

In addition, the upgrades will address existing functionality and performance issues, support Accessibility for Ontarians with Disabilities Act (AODA) compliance, and deliver an overall improved user experience.

All Geospatial Ontario IT Program projects are composed of both IT Source Fee-For-Service and Full Time Employee resources.

Projects will maintain independent, as well as, Program, and Corporate level governance.

Two onsite work locations are recommended; however, the successful candidate may work out of a locally available Ontario Public Service office: 300 WATER STREET, NORTH TOWER, FLOOR 4, PETERBOROUGH, ONTARIO 40 ST CLAIR AVENUE WEST, FLOOR 11, TORONTO, ONTARIO The successful candidate is expected to work without break in service for the duration of the contract.

General Skills: Leads organizational development, strategy development, business planning, and Ministry funding requests.





Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.

Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met Experience developing and managing project schedules, deliverables, and scope Ability to promote I⁢ project management best practices and adherence to standard methodologies Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.

Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.

Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.

Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.

Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.

Establishes and participates in steering committee and stakeholder forums Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.

Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects concept, definition, planning, implementation and close-out.

Promotes OPS I⁢ standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I⁢ resources.

Desirable Skills: Experience leading projects involving

Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server,GIS infrastructure, middleware, maintenance, services, applications, databases, monitoring, and tools.

Experience leading projects involving integrated networking technologies, Microsoft Azure, Oracle Spatial,



MS Fabric, midrange server, enterprise storage, and personal computer system technologies.

Knowledge and understanding of Project Managements Institutes Project Management Body of Knowledge Knowledge and understanding of Information Management principles, concepts, policies and practices Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards Ability to make recommendations on the acquisition of software, hardware, and technology resources Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness Ability to identify conflict between project and functional areas and develops responses to successfully address conflict Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas Requirements Skills Experience and Skill Set Requirements Project Management Experience - 45 Formal Project Management training Experience leading large, technically complex projects Experience identifying issues, risks, setting out project timelines, tracking, managing, and reporting progress Experience leading multi-disciplinary projects with IT groups, industry, and business clients Communication Experience - 30 Experience resolving conflict Experience communicating technical concepts to lay audiences Experience negotiating project direction to achieve consensus Experience coordinating Business Analysts and stakeholder engagement Technical Experience - 20 Experience leading GIS (Esri) based projects e.g, ArcGIS Portal and/or ArcGIS Online Experience leading IT Infrastructure modernization and maintenance focused projects Experience with Microsoft Azure infrastructure IT Public Sector Experience - 5 Experience leading projects in the Land and Resources I⁢ Cluster (LRC) Experience overseeing Digital First Assessments, Cyber Security, Architecture reviews and other corporate reviews from within the Ontario Government Experience coordinating the design and implementation of new IT solutions within the Ontario Government.

Must Have: Experience leading projects involving
