The Town of Labrador City is seeking a strategic, collaborative, and forward-thinking professional to join our management team as Director of Planning and Development.
Reporting directly to the Chief Administrative Officer, the Director is responsible for leading municipal planning and development initiatives, ensuring compliance with the Municipal Plan and Development Regulations, supporting economic development opportunities, and providing professional planning advice to Council and senior leadership.
The successful candidate will play a key leadership role in shaping the future growth and development of Labrador City while balancing economic opportunities, community interests, and sustainable planning principles.
Key Responsibilities
- Lead the review and administration of development applications and development agreements.
- Provide professional recommendations to Council regarding development proposals, zoning matters, and land-use planning.
- Ensure compliance with the Town's Municipal Plan and Development Regulations.
- Coordinate public consultation processes related to planning and development initiatives.
- Maintain records, land inventories, maps, and planning documentation.
- Oversee the development permit process and provide leadership, direction, and supervision to Planning and Permit staff and the Municipal Enforcement Officer, ensuring consistent application of municipal development regulations, bylaws, permitting requirements, and enforcement activities.
- Support and advise Council and senior leadership on large-scale mining, industrial, commercial, and residential developments.
- Liaise with developers, contractors, consultants, government agencies, and other stakeholders.
- Assess the impacts of major developments on municipal infrastructure, transportation, environmental considerations, and community growth.
- Facilitate balanced development that supports economic growth while protecting the interests of the Town and its residents.
- Lead updates and amendments to the Municipal Plan and Development Regulations.
- Ensure compliance with applicable provincial legislation and planning requirements.
- Support the enforcement of municipal planning and development regulations.
- Assist in the development, revision, and implementation of bylaws and planning policies.
- Represent the Town at hearings, appeals, and other regulatory proceedings as required.
- Support initiatives that promote business development and investment in Labrador City.
- Work with funding agencies and government partners to identify grant opportunities and support economic growth initiatives. Participate in economic development committees and regional planning discussions.
- Assist in the development of marketing and promotional strategies that position Labrador City as a desirable place to live, work, and invest.
- Lead GIS implementation and data management initiatives.
- Identify technology solutions that improve planning, mapping, and land management services.
- Support GIS training and organizational adoption across municipal departments.
- Provide leadership, direction, and mentorship to departmental staff.
- Prepare and manage departmental budgets.
- Participate as a member of the Town's senior management team.
- Contribute to strategic planning, emergency management initiatives, and organizational effectiveness.
Qualifications
- Degree or diploma in Planning, Engineering, Engineering Technology, Public Administration, Municipal Administration, Business Administration, or a related discipline.
- Minimum of five (5) years of progressively responsible experience in municipal planning, development services, land management, municipal operations, or a related field.
- Eligibility for membership, or membership in good standing, with a relevant professional association such as the Canadian Institute of Planners, Professional Engineers and Geoscientists Newfoundland and Labrador, or the Association of Engineering Technicians and Technologists of Newfoundland and Labrador, would be considered an asset.
- Thorough knowledge of provincial planning legislation, municipal development practices, land-use regulation, and regulatory processes.
- Demonstrated experience in strategic planning, policy development, project management, and stakeholder engagement.
- Experience working within a municipal government or other public sector environment would be considered an asset.
- Experience with GIS, AutoCAD, and other planning and development-related software would be considered an asset.
- Demonstrated leadership and supervisory experience, including the ability to lead teams, manage competing priorities, and support organizational objectives.
- Strong communication, relationship-building, and interpersonal skills, with the ability to effectively engage and collaborate with Council, government agencies, developers, consultants, residents, community partners, and staff.
- Experience working in a unionized workplace would be considered an asset.
- An equivalent combination of education, training, and experience may be considered.
