HR Project Partners is currently accepting resumes for a Program and Policy Analyst on behalf of one of our clients, MMSB (Multi-Materials Stewardship Board).

Reporting to the Director of Programs, the Program and Policy Analyst is accountable for researching and analyzing recent recycling and waste diversion opportunities for the province and coordinating the management of the Newfoundland and Labrador Waste Management Trust fund. The position functions with considerable independence and initiative while receiving lead direction from the Senior Program and Policy Analysts.

Working Conditions:

- This is a full time, permanent unionized position based in St John’s, NL.
- MMSB provides a collaborative work environment and supports continuous learning opportunities for its employees.
- The position is in-office Monday to Friday from 8:30am to 4:30pm, including a one-hour unpaid lunch break.
- Overtime and irregular work hours may be required, reimbursed via time off-in-lieu of overtime hours worked, providing mutual agreement is reached between management and the employee.
- Occasional travel outside St. John's may be required for site visits and meetings.
- Salary: $74,400-$87,800 (MMSB-41) plus pension and benefits. MMSB employees are members of the defined contribution Government Money Purchase Pension Plan.

Essential Job Functions:

- Administer the Waste Management Trust Fund, including the evaluation of funding proposals and measuring performance.
- Provide policy and program support for provincial recycling programs and funding programs by researching and implementing best practices.
- Assist with the development and implementation of new provincial recycling programs.
- Undertake research projects, including pilot projects and studies to advance sustainable waste management in the province.
- Build relationships with stakeholders by organizing MMSB conferences and forums, representing MMSB at conferences and tradeshows, and supporting public engagement.

Education and Experience Requirements:





- A degree in business or environmental science.
- 3-5 years of experience in policy analysis and/or program development. Related degrees or combination of degree and related experience may be considered.
- Demonstrated ability to collect, analyse and present data to drive quality decision-making.

Knowledge, Skills, and Attributes:

- Excellent communication and relationship-building skills.
- Outstanding analytical ability with the flexibility to solve ambiguous problems.
- A passion for waste diversion, circular economy principles, and the setting.
- Ability to thrive in a small, independent, and multi-faceted environment.
- Proficiency with Microsoft Office.
- Valid driver’s license.
