Director- Children, Youth and Families Program

The Tsartlip First Nation is pleased to invite applicants to apply to the permanent, full-time Director- Children, Youth and Families Program position.

Reporting to the Band Administrator, the Director is responsible for providing strategic leadership across CYFD programs through three (3) new service areas created in response to various Jordan’s Principle rulings by the Canadian Human Rights Tribunal; namely, Prevention Services, Protection Services, and Language and Cultural Services. The Director will work to maintain and strengthen community and partner relationships and ensure CYFD services are delivered in alignment with Tsartlip culture, language, and teachings while emphasizing inclusivity, accessibility, and availability. The Director is responsible for aligning CYFD service delivery with funding agreements, legislative requirements, and the needs and priorities of Tsartlip children, youth and families.

Tsartlip Nation is actively building and expanding its capacity to deliver CYFD services, and the Director will have a key role in development of CYFD policies and programs, staffing and service delivery models to support our growing community, including on-reserve and off-reserve Tsartlip community members. Focusing on the effective use of community resources and funding opportunities, the Director will support delivery of First Nation Child and Family Services prevention services, protection services, Jordan’s Principle services and post-majority support services to support children, youth and families through delivery of CYFD programming.

The salary for this position is starting at $110,000 per annum.

Education and Experience

- A Bachelor’s Degree in Social Work, Child and Youth Care, Counselling,



or another relevant human services field; a Master’s degree in Social Work or relevant human services field is preferred;
- 5+ years of experience managing programs and services that support children, youth, and families, with demonstrated leadership, supervisory, or senior management responsibilities;
- Demonstrated knowledge of First Nations child and family well-being, prevention programming, and protection services, including an understanding of applicable provincial and federal frameworks;
- Experience working with Indigenous child and family services or First Nations governance is a strong asset;
- A combination of relevant education, training, skills and experience equivalent to the above will be considered;
- Criminal (Vulnerable sector) Reference Check required.

Duties and Responsibilities

- Lead, coordinate, and oversee the delivery of culturally grounded, community-driven, and trauma-informed protection services, prevention services, and language and cultural services that support the wellbeing, safety, and resilience of Tsartlip children, youth, and families;
- Provide strategic leadership in the development of policies, procedures, governance frameworks, and risk management practices related to child and family services;
- Oversee the delivery of CYFD prevention and protection programming to ensure services meet safety, quality, and compliance requirements;
- Develop, review and implement materials and strategies that encompass Tsartlip 5-Year Strategic Plan, Tsartlip policies, and CYFD Guiding Policy;
- Identify and assess program needs and recent programs as aligned with community priorities and funding requirements;
- Establish and monitor service delivery standards and ensure consistency across all program areas;
- Manage ISC Prevention Fund initiatives, including budgeting, service planning, reporting, compliance monitoring, and coordination of prevention-focused supports and services for children, youth, and families;




- Executes CYF Program human resource related initiatives for excluded and unionized (covered under a BCNU collective agreement) employees including staff selection (regular and contractors), setting strategies and objectives, prioritizing work;
- Provide direction to CYFD Managers as needed or requested on complex issues and operational decisions;
- Conduct research and prepare funding proposals; RFPs, ensure programs and services are adequately funded and that reports required by any funding or partner agencies are completed and forwarded as per agreed to format, timelines and contract requirements, as applicable;
- Develop and manage CYFD budget in collaboration with the Band Administrator;
- Prepare and submit required reports to external funding agencies as needed and in a timely manner;
- Prepare and submit required internal reporting, including CYFD Department updates, statistics, and funding reports;
- Develop and implement annual operational plans aligned with program goals and funding agreements;
- Ensure documentation, reporting, and file management standards are consistently met;
- Identify policy gaps and lead policy development and updates;
- Document significant issues, risks, and incidents as identified by CYFD Managers and staff;
- Maintain working relationships with other WJOȽEȽP departments, external agencies, and community partners;
- Coordinate service delivery with programs managed by other WJOȽEȽP departments and external partners (e.g., MCFD);
- Lead meetings related to program delivery, partnerships, and operational requirements;
- Develop and maintain relationships with community Elders, families, leadership and knowledge keepers, seeking direction and guidance as and when required;
- Monitor service delivery outcomes and implement improvements to programs and processes.
- Maintain confidentiality and ensure staff adhere to confidentiality requirement;
- Present a professional, positive and helpful attitude at all times;
- Promote a safe work place; ensure that all established safety procedures are followed;
- Carry out other duties essential to the position as directed by the Band Administrator.
