POSITION DETAILS
CLASSIFICATION:
These positions are classified at the RE-06 group and level, which is roughly equivalent to the CT-FIN-04 group and level.
LOCATION:
The designated worksite for the Specialist and Manager positions is the Toronto, Ontario OSFI Office.
- The Toronto, Ontario OSFI Office will be considered the Specialist’s regular place of work.
- The Toronto, Ontario OSFI Office will be considered the Manager’s regular place of work. Other satellite locations such as the Ottawa, ON OSFI office may be approved, depending on worksite availability.
OSFI’s work model includes telework and mandatory onsite presence. The terms of the employee’s telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change. OSFI employees are currently required to work in the office 4 days per week, however this may be subject to change depending on new direction.
PROCESS INTENT
The immediate need is to staff one Specialist position with a language requirement of English Essential, on an indeterminate basis, and one Manager position with a language requirement of Bilingual Imperative CBC/CBC, on an indeterminate basis.
A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.
KEY RESPONSIBILITIES:
OSFI requires Federally Regulated Financial Institutions (FRFI) to have adequate policies and procedures to protect themselves against threats to their integrity and security (I&S;), including foreign interference. The Integrity and Security Risk division supervises FRFIs against several OSFI guidelines, including the Integrity and Security Guideline.
As a Specialist, your duties may include:
- Supervising financial institutions against OSFI guidance and publications through the review and monitoring of FRFIs.
- Drafting briefing notes and provide presentations to senior leadership
- Engaging with internal and external stakeholders on subjects related to the integrity and security of FRFIs.
As a Manager, your duties and responsibilities will be similar to a Specialist, however, you will also be expected to:
- Manage and lead a team in support of OSFI’s mandate.

ESSENTIAL EDUCATION:

- A degree OR diploma from a recognized post-secondary institution with a specialization in business, economics, or other relevant field
OR
- An acceptable combination (1*) of relevant experience and formal education or training.
NOTE:
At the manager’s discretion, OSFI may consider candidates who do not possess the stated education but meet the combination of experience and education or training if concrete examples are provided.

ESSENTIAL EXPERIENCE:
As these criteria apply to both the Specialist and Manager, you must possess the experience below:
- Significant (1) experience in a specialized risk domain or sub-domain such as, physical security and/or insider threat programs including but not limited to, conducting physical threat and risk assessments, technical security inspections, contributing to risk governance, incident response; and drafting policies and procedures.
- Experience providing strategic advice and recommendations and delivering briefings on complex issues (2*) to senior management (3*).
NOTE:
(1*) Significant is defined as having the depth and breadth of experience normally associated with the performance of the duties for a period of at least two (2) years within the last five (5) years.
(2*) Complex issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the service or program delivery.
(3*) Senior management is typically defined as the Assistant Deputy Minister (EX-04) level and above or private-sector equivalent (e.g., C-suite, COO, CIO, CFO).

ESSENTIAL KNOWLEDGE:
As these criteria apply to both the Specialist and Manager, you must possess the essential knowledge below:
- Knowledge of, enterprise risk management practices, and controls as they relate to the financial services industry (1*), with a particular focus on physical security or insider threat risks.
- Knowledge of OSFI’s mandate and the Supervisory Framework particularly in the area of Operational Resilience.
- Knowledge of current and/or emerging threats and risks as it relates to physical security and insider threats at federally regulated financial institutions.
NOTE:
(1*) Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, insurance companies and pension plans (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) Indigenous Institutions including: Band operations, trustees or administrators of pension plans, insurance institutions, lending institutions or other related areas providing financial services (f) other relevant areas, such as but not limited to, financial risk management, investment management, corporate treasury functions or commercial lending.

- Experience in a second line of defence role including assessing control functions.
