Summary

JOB SUMMARY:

Reporting to the Senior Manager, Facilities Maintenance and Operation, the Manager, Utility Plant and Mechanical Systems is responsible for the oversight of daily operational management and/or maintenance of designated central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems. The Manager establishes, develops and implements departmental goals and operational requirements for the Energy Centre at Current St Paul’s Hospital (NSPH) for Providence Health Care (PHC). The manager is responsible for staying up to date and consistent with regulatory requirements and industry best practices ensuring a safe and reliable environment for the delivery of healthcare-related services.

The Manager develops and monitors the operating budget for the designated area, manages the recruitment and mentoring of staff, and oversees the development and continuous improvement of maintenance programs.

QUALIFICATIONS:

Education, Training and Experience A level of education, training and experience equivalent to a British Columbia or Inter-Provincial Third-Class

Certificate of competency as a Power Engineer or, Bachelor’s Degree in Mechanical Engineering or related field, plus current certification as a Third-Class Power Engineer by Technical Safety BC supplemented with three (3) to five (5) years’ recent, related progressive supervisory and management experience in a large,

complex unionized workplace.

Skills and Abilities

Demonstrated interpersonal skills coupled with the ability to apply sound management skills in selecting,

developing and coaching staff.

Ability to prepare, reports and recommendations to multidisciplinary audiences, and consult individuals internal to the organization. Demonstrated project management experience.

Ability to use spreadsheet and word processing applications.

Demonstrated experience with being adaptable and flexible to meet changing priorities and resource constraints.

Knowledge and experience with the operation of air conditioning, refrigeration, electrical and control systems, and human resources management.

Demonstrated working knowledge of building systems, operations and maintenance practices in a complex, multi-site health care setting.

Demonstrated working knowledge of appropriate legislation, relevant laws and by-laws, and provincial/national standards.

Demonstrated knowledge of healthcare facilities operations and maintenance best practices.

Proven initiative, judgment, decision-making and problem-solving capabilities.

Demonstrated ability to take action in a crisis management environment.





Demonstrated oral and written communication skills including the ability to collaborate and to identify solutions to non-routine enquiries.

Establishes, develops and implements department goals, objectives and operational requirements consistent with the Organization’s strategic and operational objectives. Reviews current operations and develops appropriate systems and processes to ensure effective and efficient operations of the New St Paul’s Hospital site central steam and/or hot water heating production and distribution Utility Plant including Mechanical Systems.

Manages the operations, maintenance, and repair of the assigned site central steam and/or hot water heating production/distribution Utility Plant including Mechanical Systems.

Provides operational leadership including maintenance oversight to the emergency generators.

Develops and implements the annual operating and capital budget for NSPH site and is responsible for monitoring expenditures, variance analysis and reporting; takes corrective actions as required.

Manages the recruitment, mentoring and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching session and facilitation of goal setting with the employee; identifies training/educational requirements as needed.





Investigates work and/or staff performance issues and initiates disciplinary action up to and including termination; participates in grievance process and other labour relation matters up to and including stage 3 grievances as an Employer representative; participates in labour and management meetings and in the essential service designation processes for the assigned sites.

Oversees the development and continuous improvement of maintenance programs; applies planning and scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance; ensures appropriate use of the computerized maintenance management system.

Procures and manages the work of external service providers, directly or through subordinate supervisors; determines terms of reference, negotiates and monitors contractual agreements for specialized maintenance, grounds and renovation work, as required.

Manages assigned construction, renovation and/or maintenance projects; liaises with internal and external partners and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.

Oversees the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensures compliance by employees and external service providers; collaborates with and provides technical and logistical support to the Planning and Capital Projects teams.

Develops and maintains key internal and external partner relations and participates on committees as required; develops and prioritizes capital infrastructure renewal plans in consultation with the Director and/or designate; participates as a member of the Organization as a subject matter expert within area of expertise.

Participates in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.

Ensures that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.

Provides support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned by the Senior Manager.
