*Please note that this is a 6 month contract to start with potential for extension. Can be based in Calgary or Edmonton*

Reporting directly to the Procurement Supervisor, the Procurement Specialist is responsible for the procurement of goods and services by utilizing considerable independent judgement, performs buying assignments requiring substantial experience in assigned commodities, and purchasing policies and procedures. Ensures quality purchase orders are executed in a timely manner, facilitating the process from requisition intake through purchase order execution. This includes developing PO and/or RFx Package development, leading bidding activities (when applicable), and coordinating with Strategic Sourcing to ensure the requisition aligns with category strategy. As the primary point of contact for the client's procurement needs, the procurement specialist primary work includes PR triage, bids, and issuing POs to third party vendors.

What You Get to Do:

Procurement Execution & Compliance

- Manage the end-to-end PR to PO process, including releases, change orders, error resolution, and close-out activities.
- Review, process, and issue purchase requisitions to purchase orders in compliance with ATCO policies and procedures.
- Create releases to blanket orders and Purchase Orders to contract Purchase Agreements.
- Identify and resolve pricing, contractual, delivery, and shipment discrepancies.
- Monitor order status to ensure timely delivery and resolve any supply issues.
- Keep organized contract and purchase orders files to ensure compliance and documentation of the procurement process.




- Liaison between the Procurement and Vendors in the Pre-Qualification Procedure Process to ensure that providers follow the organization's policies and practices
- Gather, compile, classify and analyze information for completing Purchase Agreements, Contracts. Releases, Change Orders, Requisitions and Receipts.
- Communicate effectively with suppliers, internal stakeholders, and contract administrators.
- Liaison between the Procurement and Vendors in the Pre-Qualification Procedure Process to ensure that providers follow the organization's policies and practices
- Ability to lead meetings, presentations, and training regarding applicable procurement processes.
- Work autonomously with minimal supervision while maintaining professionalism, organization, and attention to detail.
- Responsible for providing updates, support, and guidance to the business end-users when requested.
- Communicate effectively with end users, suppliers, and contract administrators.
- Provide regular reports on procurement activities, expenses, and savings achieved.
- Work with Jr. Buyer’s for training opportunities and development.

Sourcing, Bidding & Stakeholder Support

- Lead informal bidding activities (RFQ, RFI) including bid receipt, evaluation, analysis, and recommendation.
- Receive and summarize bids, analyze,



and evaluate vendor responses using spreadsheets and other applications and tools, as required.
- Prepare, develop, and work along with the end-user and sourcing and contract ops team on the pre-award contracting process toward awarding a vendor an agreement based on scope and specifications provided by internal stakeholders.
- Analyze and interpret specifications, contracts, purchase orders, and work orders.
- Act as the point of contact for internal stakeholders to effectively request and communicate procurement action items and status.
- Recommend the proper procurement method based on the organization’s financial and contractual approval levels and in accordance with Procurement and contracting practices and guidelines.
- Identify opportunities to improve procurement processes, efficiency, and compliance.

Who You Are:

- 2+ years of direct experience
- Bachelor of Business Administration, Accounting, Finance, Supply Chain Management
- Supply Chain Management (SCMA) Designation is preferred or Enrolled in the SCMA certification program an asset
- Strong understanding of procurement, tendering, and contract management processes.
- Ability to analyze bids, contracts, and specifications.
- Strong organizational, time management, and multitasking skills.
- Excellent interpersonal, organizational skills and solid verbal and written communication skills.
- Proficiency in Microsoft Excel, Word, ERP systems, and data analysis tools.
- Demonstrated ability to deliver high-quality customer service and manage competing priorities.
- Ability to work independently and collaboratively in a fast-paced environment
