Job Summary Title: AVP, Policy and Regulatory Change

Location: Toronto, Ontario, Canada

Hours: 37.5 per week

Line of Business: Financial Crime Risk Management

Pay Range: $155,000 - $215,000 CAD

The AVP, Policy and Regulatory Change is responsible for the strategic development, governance and lifecycle management of Canadian and European/Asia Pacific (EAP) financial crime risk management policies, standards, and guidelines. This role supports the global FCRM policy function and ensures alignment with TDBG global frameworks, the Bank’s risk appetite, and all applicable laws, rules and regulations.

Key duties include

Lead policy governance activities end-to-end, from environmental scanning and emerging regulatory trend analysis, through definition and documentation of requirements, to implementation oversight.

Serve as key liaison between Canadian and EAP business lines and FCRM functions, regulators, and industry associations.

Support global FCRM policy framework and advocate for sound regulatory and industry practices.

Accountabilities Lead the development, maintenance and governance of Canadian FCRM policies, standards, and guidelines, ensuring alignment with global policies and the Bank’s enterprise risk and compliance frameworks, and compliance with applicable laws, rules and regulations.

Provide subject matter expertise and credible challenge to the definition of globally applicable FCRM policy requirements.

Oversee the policy lifecycle in Canada and EAP, including drafting, socialization, approval and implementation of policies and standards.

Translate global standards and risk appetite into jurisdictional policy requirements that reflect local laws, regulations and business operations.

Monitor and assess the external regulatory setting to identify and evaluate regulatory developments and emerging risks.

Provide regulatory analysis and interpretation of emerging legislative, regulatory, supervisory and industry developments, including assessment of impacts to the Canadian, International and Global FCRM program and escalation of significant matters.





Lead or support advocacy efforts with Canadian government agencies, regulators, and industry associations to shape effective financial crime regulations, in consultation with the VP, Governance and Regulatory Affairs for FCRM Canada.

Oversee the regulatory change management process for FCRM Canada and EAP, ensuring timely assessment of new or amended regulatory requirements and effective implementation across impacted business units.

Remain current on industry rules, regulations and best practices to ensure FCRM Policies and Standards meet regulatory standards.

Serve as subject matter expert and trusted point of contact for inquiries on regulations and requests relating to FCRM policies.

Effectively partner with Canadian and EAP business segments and FCRM teams to assess impacts of new or amended policies and standards and inform appropriate implementation activities.

Support the definition of global control requirements and work with business segments and FCRM to ensure incremental jurisdictional requirements are addressed locally.

Maintain deep expertise in Canadian and international financial crime regulatory requirements and provide regulatory interpretation, consultation, subject matter expertise and credible challenge to business and functional partners.

Lead a team of professionals responsible for policy development and maintenance, regulatory analysis and governance.

Assess team core competencies on an ongoing basis and supplement with appropriate expertise where needed.

Develop and maintain strong relationships across global and local teams to drive alignment, clarity and effective implementation of policy requirements.

Leverage a risk mindset to proactively identify risks,



analyze themes and continually evaluate areas of priority against the TD risk profile and control environment.

Actively pursue effective and efficient operations of their respective areas in accordance with TD Bank’s Values, Code of Conduct, and Global Sales Principles, while ensuring adequacy, adherence to day‑to‑day business controls to meet obligations with respect to operational, compliance, AML/ATF/Sanctions and Conduct risk.

Skills, Education &

Experience Bachelor’s degree required or equivalent experience.

Juris Doctorate or Master’s degree strongly preferred.

CAMS certification is an asset.

10+ years’ experience in financial crime risk management, compliance, legal or regulatory affairs within a major financial institution.

Deep understanding of Canadian financial crime legislation and regulatory frameworks.

Working knowledge of global financial crime legislation and regulatory expectations.

Deep understanding of securities regulations and product types.

Proven experience in policy development, governance and regulatory change management.

Experience engaging with regulators and industry associations on legislative and regulatory matters.

Detail‑oriented and organized with attention to detail.

Strong strategic thinking, analytical, critical reasoning and communication skills.

Proven ability to distill complex regulatory requirements into practical, risk‑based policy.

Proficient in MS Office.

Excellent written and oral communication skills.

Creative problem‑solver with high learning agility and initiative.
