Overall Purpose

Reporting to the Chief Operating Officer & Chief Financial Officer (COO & CFO), the Executive Officer, Facility Services & Planning provides executive leadership for one of Canada's largest and most complex public-sector facilities and infrastructure portfolios. As a member of the Executive Leadership Team, you will play a key role in advancing the Board's strategic priorities by ensuring its facilities, infrastructure, and capital investments support excellence in education, operational sustainability, and responsible stewardship of public resources.

Summary of Duties

Reporting to the Chief Operating Officer & Chief Financial Officer (COO & CFO), the Executive Officer, Facility Services & Planning provides executive leadership for one of Canada's largest and most complex public-sector facilities and infrastructure portfolios. As a member of the Executive Leadership Team, you will play a key role in advancing the Board's strategic priorities by ensuring its facilities, infrastructure, and capital investments support excellence in education, operational sustainability, and responsible stewardship of public resources.

You will lead approximately 5,000 employees and oversee System Planning, Operations, Maintenance & Community Use, Occupational Health & Safety, Capital Revitalization, and the strategic partnership with the Toronto Lands Corporation.





You will provide strategic oversight for the full lifecycle of the Board's facilities and physical assets—from long-range planning and design through construction, operation, maintenance, renewal, and asset optimization. Your portfolio includes student accommodation planning, long-range capital planning, major capital revitalization, new school construction, school additions, asset management, facilities operations, maintenance services, security operations, utilities, fleet services, community use of schools, sustainability, and student information systems. Success in this role requires a strong understanding of how complex public-sector facilities are planned, designed, constructed, operated, maintained, and renewed to ensure safe, efficient, sustainable, and high-performing learning environments.

Working collaboratively with internal and external stakeholders, you will build strategic partnerships, provide trusted advice to the COO & CFO and senior leadership, represent the Board with municipal, provincial, community, and industry partners, and work closely with the Toronto Lands Corporation to optimize the long-term value of the Board's real estate portfolio.

Success in this role requires the ability to balance long-term strategic priorities with complex operational demands while leading transformational initiatives, managing significant public investments, and fostering a culture of innovation, accountability, collaboration, and continuous improvement.

Qualifications

You are an accomplished executive leader with a proven track record of leading large, complex organizations and delivering transformational results.

You bring

- A graduate degree in a relevant discipline, combined with 10 or more years of progressively responsible senior leadership experience overseeing large-scale facilities, infrastructure, capital, or public-sector portfolios. You possess extensive knowledge of the planning, design, construction, operation, maintenance, renewal, and lifecycle management of complex building portfolios, together with demonstrated expertise in facility services, capital planning and delivery, asset management, engineering, architecture, construction, planning, operations, or a related discipline. Professional designations in engineering, architecture, planning, business, or facilities management are considered strong assets. An equivalent combination of education and experience will also be considered.
- Experience leading large multidisciplinary teams within a complex, unionized workplace.




- Strong financial and business acumen, including responsibility for significant operating and capital budgets.
- Experience advising executive leadership and governing bodies while implementing strategic organizational priorities.
- Demonstrated success leading organizational transformation, driving continuous improvement, and delivering major capital and operational initiatives.
