Salary Range

The typical salary range for this role falls between $76,023.00 - $101,364.00 per annum, commensurate with experience, education, and internal equity, with future opportunities for performance-based pay and career progression. Summary

People are at the core of Capilano University’s success and the People, Culture & Diversity (PCD) department supports this success through the planning, development, implementation and management of a broad range of human resources services. These services span recruitment, development, wellbeing, compensation, classification and collective agreement negotiation and administration. Additionally, the PCD department provides oversight of employee engagement surveys, and works with managers and employees to help foster opportunities that enhance engagement.

The Human Resources Advisor supports the work of the PCD department and HR Business Partner, and is a key HR resource for managers, directors, deans, exempt, support staff and faculty, within their assigned portfolio. The HR Advisor provides proactive and responsive professional human resources advice in the PCD functional areas of collective agreement administration, recruitment and hiring, performance management and improvement, wellbeing, learning and development, attendance and abilities management, evaluation and engagement, succession planning and retention.

While significant use of critical thinking and independence of judgement is required, collaboration and coordination with PCD Department colleagues, other university employees and administrators, and external service providers and government agencies more fully defines success in the role. The position reports to the HR Business Partner.

ILLUSTRATIVE EXAMPLES OF DUTIES

- Provides human resources and labour relations advice, guidance, and collective agreement interpretation to administrators, deans, chairs,



coordinators and other employees including matters related to recruitment and selection, leaves, evaluations, retirement, often in sensitive and confidential situations.
- In collaboration with the HR Business Partner researches, develops and implements human resource strategies, programs, and processes, which are aligned with the University’s strategic and operational goals and objectives.
- Supports all operational managers in meeting their responsibilities in the consistent application of University policies, collective agreement obligations, and adherence to all relevant government legislation/regulations.
- Participates in University committees representing PCD and the employees within the operational areas within their assigned portfolio, such as the employer/union Joint Standing Committee, Occupational Health and Safety committee, Wellness committee, and others as required.
- Supports administrators in the University’s hiring activities including: advising on and approving postings; guiding selection panel members on the collective agreement, relevant policies, procedures, practices, interview questions and formats; testing of technical skills; administers the processing of offers of employment, regularization, and confirms pay and benefit entitlement.
- Researches and analyzes HR data, prepares information and reports related to human resource management issues, including staffing, reductions, regularization, retention, compensation, absence, paid and unpaid leaves, wellness, employee benefits, and other human resources metrics and statistics. Supports activities and collation of information for collective agreement bargaining negotiations, as required.
- Creates and facilitates employee orientation sessions across all employee groups within the portfolio, providing essential information as part of the broader organization/department induction process, for faculty, support staff, exempt staff, administrators, and the supervisors of student employees.
- Develops guides, forms, factsheets, and FAQ’s for all employees within the staff, faculty, exempt and administrator groups for the HR pages on the intranet, appointment letters, supporting documentation, employee handbook, and orientation package.
- Provides employees with advice and information regarding performance and professional development and career counselling; and creates and facilitates training sessions based on university and department operational needs.
- Collaborates and coordinates PCD activities and processes with the HR Assistant and Payroll and Benefits Department, related to hiring, regularization, various paid leaves, layoffs, retirement, resignation, and terminations, ensuring accuracy and consistent application of policy. Notifies union representatives as required. Conducts exit interviews.
- Coordinates with people analytics facilitators to collate, review and analyze data, prepares reports in support of policies, programs and practices, ensuring alignment between strategic goals, operational plans, and activities.
- Advocates for a respectful work environment amongst all employees and advises managers with regards to strategies and good practice in employee engagement and collaborative employee relations that support the University’s vision, mission, and core values.
- Works closely with the HR Abilities Management by addressing inquiries related to abilities management activities. Assumes responsibility in the absence of the HR Abilities Management,



ensuring the consistent application of the collective agreement and responding to queries regarding the insured benefit claims process.
- Works closely with HR Abilities Management to provide information and liaise with Payroll and the Insurer regarding employee insured benefits, WCB, ICBC, and ensures the Abilities Management database is updated as required.
- May be required to take training and act in the capacity of a floor warden as part of the University’s emergency preparedness plan (Fire, WHIMIS, Earthquake, etc).
- Performs other duties related to the requirements and qualifications of the position.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

- Demonstrated expertise in the objectives, policies, practices, processes, and operational functions of an effective centralized human resource management department.
- Considerable knowledge of applicable employment legislation such as the Employment Standards Act, Labour Relations Code, Human Rights Act.
- Demonstrated experience with office and recruiting technologies, including Microsoft Office, web-based applications, Workday, applicant tracking systems (ATS), LinkedIn Recruiter, and tools for data extraction and process analysis.
- Clearly evidenced experience in the interpretation, application, review and development of collective agreements.
- Significant knowledge and experience in recruitment and talent development, and activities that support a holistic approach to people management, employee development and retention, and divisional/departmental workforce planning.
- Solid understanding of the application of job classification plans, preferably within a unionized department, including the writing of job descriptions, assessment of work responsibilities, evaluation of duties and responsibilities, and recognition of employee expectations and managing effective communications.
- Excellent business communication skills, in both the written and spoken word, good business writing and reporting skills.
- Demonstrated ability to establish and develop effective working relationships with a broad range of administrators, faculty, exempt, and support staff employees, in addition to external agencies and contacts.
- Ability to effectively communicate, and facilitate orientations, informational workshops, skills training sessions, and group discussions with managers and employees at all levels within the organization.
- Capable of being both proactive and responsive to employee and organizational situations, that require a high level of sensitivity and confidentiality, whilst maintaining consistent compliance of the University’s policies and processes.
- Ability to collate, organize and analyze confidential information obtained from a range of internal/external sources, to validate thinking, substantiate decisions, and determine approach.

REQUIRED TRAINING AND EXPERIENCE

- Completion of a post‑secondary degree in Human Resources Management, or equivalent post‑secondary education in a directly related field.
- Five years recent and direct HR experience as a human resources advisor/generalist, including evidenced experience in a unionized work setting.
- An equivalent combination of education and experience may be considered.
- CPHR designation considered an asset
- Previous exposure to an educational or public environment is highly desirable.

Additional Details

The anticipated hiring range is $76,023 to $88,000 annually. Placement within the range will be based on the successful candidate's qualifications, experience, and alignment with internal equity.

HOURS OF WORK

Our standard work week is Monday to Friday, 8:30am – 4:00pm, or dependent on the needs of the department.

This position is a temporary full-time assignment with an anticipated duration of 13 months.
