As part of the Prairies and Territories Infrastructure Business Center, the Roads and Highways Manager reports directly to the Operations Lead (BCOL) and leads developing, managing, and expanding the operations and practice of the Roads and Highways team to serve the project delivery needs of the Infrastructure Business Operating Unit (BOU). This includes supporting the supervisors in recruiting, developing, and assigning qualified individuals to Infrastructure and other BOU projects.
The Manager will have responsibility for training and career development of their direct reports in conjunction with BOU strategic direction. The Manager will have a critical role in promoting a culture of collaboration, technical excellence, and blended project teams. The Roads and Highways Manager’s responsibilities include, but are not limited to the following: Executes project work in their assigned project role, at a high level of proficiency with a reputation of high quality and budget and schedule compliance.
Often holds a Discipline Lead role on projects, leading the efforts of team members to complete the project in alignment with the project guiding documents such as a Project Execution Plan (PEP). Possess strong understanding of the fundamental aspects of project delivery in Stantec. The Manager supports on executing project work and engaged on high profile projects.
Collaborate with BCOL and other Team Leads to recruit, retain, mentor, and coach project managers. Collaborate with BCOL, Project Controls Leadership, and Team Leads to identify, develop and mentor future PMs and PIRs within the region. Support the development and training with respect to Oracle dashboard,
Integrated Project Management (IPM) and Project Update Review Service (PURS), preparing estimates to complete, PM change management and other critical activities in partnership with the Project Controls Team.
Inputs into Key Performance Indicators (KPIs) with associated leading and lagging performance indicators. Facilitates team meetings and connects with individual team members as needed to promote employee engagement, continuous improvement, and technical growth. Be personally involved in key client relationships, strategic project pursuits, and major project leadership within the team.
Supports development and implementation of targeted discipline training programs and budgets with specific focus on maximizing the effectiveness of the discipline team to support projects across Infrastructure. Responsible for team members’ development and guidance, including monitoring and evaluating performance, and providing coaching for high performance. Holds team members accountable for performance and initiates performance improvement plans as required.
Responsible for implementing best practices, goal and objective setting, training, career development, and recommendations for salary review. Responsible for exceeding client expectations through strong account management across the region and supporting lead accounts for major clients in the region. Achieve minimum client- and proposal-specific marketing and business development (M&BD;) sales goals, including internal cross-selling initiatives, target 25% of time.
Become involved at a hands‑on level in key pursuits as needed and on projects should issues impacting client satisfaction or project management best practices elevate. Responsible for developing and managing the marketing and business development (M&BD;) plan for the team including cross selling.
Project Delivery
Assists discipline team members, as required, with proactive project setup by working with other BCs to ensure project execution plans including agreed upon scope, schedule and budget are in place and fully understood by their team members. Oversee delivery from planning and concept development through detailed design, tender, and construction support. Drive consistent PM practices and procedures in alignment with Stantec PM requirements, the Project Management Practice Framework, and those of the Practice within Infrastructure.
Recommend improvements to work processes, policies, and procedures to enhance project execution, control and monitoring.
Provide interpretation of monthly project performance figures to support the BC Leadership in overall business unit management and the project managers to resolve project issues and improve project performance. Lead and support multi-disciplinary teams to ensure scope, schedule, budget, and quality objectives are met.
Promote continuous improvement in design delivery, quality management, and operational efficiency. Once team members are assigned to projects, the Manager continually follows up with project leads and team members regarding performance related to quality, budget, and schedule performance indicators and takes appropriate action to improve performance. Coordinates that reviews for project design criteria, design basis, work scopes, technical documents, cost estimates, schedules, change orders and other project related documents as required to ensure the discipline has clear direction for project execution.

Quality And Risk
Works closely with the BCOL, continually reviews discipline quality and adherence to processes on project deliverables and takes appropriate action to improve performance. Works with members of the discipline community, providing technical support and ensuring designs are in accordance with the applicable codes and project specifications & standards. In conjunction with the Team, contributes to the development, implementation and maintenance of existing and new design guides, design/cad standards, design specifications, checklists, procedures, and processes.
Performs spot QA/QC audits to ensure conformance with the QA/QC practices and procedures. Passionate about collaboration and building trusted relationships. Motivated to lead and support a blended team approach for delivery of projects.
Enjoy coaching staff and providing mentorship in line with individual team members' career goals Demonstrates passion for exceptional project delivery, coaching, and proven accountability of delivering on commitments. Bachelor’s degree in civil engineering, with preference for individuals with a Master’s degree.
Licensed Professional
Engineer (P.Minimum of 15 years of related work experience preferred. Position will primarily work in an office setting; may require some field work. Stantec is a global leader in sustainable engineering, architecture, and environmental consulting.
