Purpose The purpose of this job is to lead and shape organizational development (OD) strategy in partnership with senior leaders. This role provides expert OD Consultation and thought leadership across the full strategy and program lifecycle, diagnosing complex organizational challenges, designing and guiding transformational initiatives and evaluating impact, to strengthen organizational effectiveness, culture and leadership capability across the organization. Accountability Leading, designing, implementing and sustaining OD strategies that align with CBE priorities and drive system-wide Organizational effectiveness and long-term, sustainable continuous improvement. Explaining technical and complex concepts in clear and accessible ways, influencing planning outcomes and fostering collaboration across teams to support both HR needs and system-level initiatives. Ensuring OD practices are data-informed, future focused and responsive to organizational needs while upholding CBE values, standards and policies. Supporting CBE’s labour relations strategy by providing communication and change management leadership for projects and initiatives in support of positive labour and employee relations. What will you do? Major responsibilities Strategic Support and influence Senior Leadership in the development and implementation of organizational strategies with knowledge, procedures, research or data as required. Act as a key point of communication within Human Resources and main liaison with CBE Communications on required external communications directed at CBE leaders and employees. Develop and support a communication strategy for Human Resources. Provide strategic leadership and counsel on committees and projects, contributing effectively to their specific objectives while ensuring alignment between strategy and operational goals. Act as a strategic partner and advisor to leaders and project teams,



translating organizational development (OD) strategies and initiatives into actionable plans and supporting partner readiness and adoption. Partner with leaders, teams, and service units to respond to both immediate and long-term needs by providing expertise and support through activities such as initiative planning, program design, process alignment, etc.. Influence the design and implementation of initiatives that foster engagement, well-being, inclusion, and psychological safety, with a particular emphasis around CBE’s Education Plan priorities. Partner with leaders and cross functional teams to strengthen and sustain a positive, high-performing culture. Support strategic labour relations strategy by developing change management plans and key communications for unions and employees regarding labour and employee relations initiatives. Operational Organizational learning and professional development Develop OD-related strategies and programs by: Diagnosing, assessing and making recommendations on organizational needs through data informed processes. Designing a custom solution, based on organizational design best practice, that aligns to CBE values and priorities Leading the implementation of the OD-related aspect of projects and initiatives Measuring the effectiveness of initiatives and interventions using data and feedback. Provide leaders with expertise, insights and strategies to refine practices and sustain improvements over time. Design, facilitate and deliver large organizational learning initiatives based on best practice expertise in leadership development, adult learning principles, and instructional design. Change management and transformation Act as a subject matter expert for complex, enterprise-wide projects and initiatives, responsible for the design implementation and evaluation of change management strategies related to the project or initiative. Lead the design, implementation, evaluation and continuous improvement of change management strategies for the assigned projects and initiatives Develop and deliver comprehensive change management plans, including aligning with communications and project plans for HR projects and initiatives. Develop and/or implement communication and change strategies with related to complex and potentially highly confidential issues such as grievances, collective bargaining and HR policies. Provide leaders with tools, coaching, and communication strategies to lead their teams through transition effectively. Leadership Contribute to leadership and team capacity through the design, development,



and/or management of large or complex programs, coaching, and facilitated sessions. Coach and support team members, guiding both their development and the execution of operational priorities. Communication Establish effective working relationships across areas/functions to ensure work gets done effectively and in a timely manner. Create comprehensive change communications to inform organizational transformation and strengthen implementation. Advise interest holders internal and external to HR on organizational development best practice. Communicate insights and recommendations effectively to internal and external audiences. Coordinate and lead cross-functional project groups. What are we looking for? Qualifications Education and Experience Degree in Human Resources or Business Administration. 8-10 years of experience in providing consultative and advisory support to all levels of organizational leadership regarding a broad spectrum of organizational development activities (ideally in a multi-union environment). An equivalent combination of directly related post-secondary education and experience may be considered. Demonstrated experience in projects related to Diversity, Equity & Inclusion, Well-Being, and/or Truth & Reconciliation Demonstrated Skills and Competencies Adaptability to a rapidly changing environment; demonstrated reliability and ability to be versatile. Ability to create positive relationships, establish rapport and work effectively. Ability to work in a fluid environment with a focus on delivery of results. Strong problem solving skills, analytical skills, conflict resolution and mediation skills; Strong time management, prioritization, multitasking and organizational skills. Ability to work independently as well as part of a team. Excellent written and verbal communications skills. Professionalism, tact, courtesy and diplomacy skills. Personal suitability.
