Assignment: RQ00751 - Project Manager/Leader - Junior Requisition: RQ00751 Job Title: Project Manager/Leader - Junior Client: City of Toronto Start Date: 2026-09-14 End Date: 2027-09-13 Department: Technology Services Office Location: Metro Hall, 55 John Street, Toronto Business Days: 260.00 Location: Hybrid (3 days onsite) Public Sector Experience: preferred Must Haves: 5+ years supporting/delivering complex technology rollouts or digital enablement initiatives in large organizations.

Experience delivering M365 or enterprise SaaS rollouts involving technical implementation, licensing, onboarding, training, comms, and adoption measurement.

Experience coordinating delivery gates across security/privacy/compliance stakeholders (e.g., assessments/risk treatment approach).

Experience with Copilot Studio / M365 Copilot / Git

Hub Copilot / other AI applications or solutions delivery is a strong asset (agents, environments, governance).

Familiarity with AI rollout prerequisites and operational dependencies (identity, access patterns, end-user readiness steps documented for pilots/production deployments).

Support the delivery of the workplan including licensing activation, onboarding, communications, training coordination, and support pathways.

Description Qualifications Post secondary education in IT, Computer Science, Engineering, Business Management, or related field, or equivalent relevant experience.

Strong communication skills to translate technical topics (security, privacy, identity, governance) into delivery decisions and user-facing guidance.

Demonstrated judgement and accountability in a public sector or similar environment.

Knowledge and understanding of Project Management''s Institute''s Project Management Body of Knowledge.

Knowledge and understanding of Information Management principles, concepts, policies, and practices.

Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.

Experience 5+ years supporting/delivering complex technology rollouts or digital enablement initiatives in large organizations.

Experience delivering M365 or enterprise SaaS rollouts involving technical implementation, licensing, onboarding, training, comms, and adoption measurement.

Experience coordinating delivery gates across security/privacy/compliance stakeholders (e.g., assessments/risk treatment approach).





Experience with Copilot Studio / M365 Copilot / Git

Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas.

Technical Capabilities Familiarity with AI rollout prerequisites and operational dependencies (identity, access patterns, end-user readiness steps documented for pilots/production deployments).

Assignment of duties Support the delivery of the workplan including licensing activation, onboarding, communications, training coordination, and support pathways.

Lead project progress reporting, budgeting risk management, and tracking of action items.

Draft divisional and city-wide communications e.g. emails, memos, guidelines, FAQs, etc.

Creation of roadmaps-and-overview Power

Point presentations to deliver to senior leadership.

Lead and/or support change management (stakeholder Mgmt., Comms, client engagements) for the AI team.

Developing end-to-end process maps and outlining of operational steps to support team''s project sustainment Assist in developing operating procedures, training materials, and knowledge transfer documentation Maintain project workplans and ensure resource assignments, tasks, and timelines remain current.

Produce concise delivery reporting (status, risks, dependencies, decisions) to program leadership and senior stakeholders and manage escalations through structured options.

Support the technical design, configuration, testing, and deployment of AI solutions, ensuring alignment with business, security, and operational requirements.

Coordinate development, including environment setup, release sequencing (dev/test/prod), and access controls consistent with governance practices described in City materials.

Coordinate required governance controls (e.g., data policies/DLP via Power Platform admin center)



and ensure these are incorporated into delivery plans and release gates.

Collaborating with various divisional or interdivisional stakeholders to gather project updates Working alongside program coordinator in divisional licence demand and provisioning, and tracking and monitoring of relevant activities Experience scheduling meetings, creating meeting recaps, minutes and tracking of action items Monitoring project document repository and ensuring all documents are reviewed and maintained in the repository.

Track and monitor project dependencies, escalations, and critical path activities.

Maintain RAID logs (Risks, Assumptions, Issues, Dependencies) and ensure timely resolution.

Maintain and support completion of required assessments like SAR, TRA, IM, IAM, PIA and risk treatments tied to Copilot and Copilot Studio enablement and related services, ensuring delivery sequencing reflects governance gates Deliverables Maintain integrated workplans, schedules, milestones, dependencies, and action logs for M365 Copilot, Copilot Studio Agents, and Git

Hub Copilot initiatives.

Coordinate user onboarding, licensing, provisioning, and divisional rollout activities.

Produce weekly/monthly status reports, dashboards, RAID logs, and executive reporting materials.

Develop and distribute communications, FAQs, training materials, and stakeholder engagement content.

Coordinate governance activities, including SAR, TRA, PIA, IAM, IM assessments, approvals, and risk treatment tracking.

Support operational readiness and service transition activities, including SOPs, support processes, and knowledge transfer documentation.

Monitor and maintain project repositories, meeting records, decision logs, and project documentation.

Track adoption, utilization, training completion, and rollout progress metrics, providing recommendations for continuous improvement Additional Terms The role is expected to start in September 2026 and will initially be for 12-months with a further 12-months extension a possibility based on performance.

The Project Manager will be working in a hybrid mode, which includes a combination of remote and in-person work.

There will be 3 in-person days at the Metro Hall location (15th Floor, 55 John Street, Toronto).

The successful candidate will be working seven (7) hours per day, five (5) days per week based on normal working Business Hours.
