Senior Transmission Planning Engineer

Shift work and up to 24 months temporary assignment.

Responsibilities

- Lead or contribute to the development of bulk transmission plans, regional plans, and special purpose plans ensuring reliable performance of the transmission system.
- Project‑manage the development of plans and planning products, including documentation of objectives, outcomes, deliverables, milestones, and schedules.
- Maintain familiarity with load‑flow simulation, economic evaluation, risk evaluation, and electricity resource modelling tools used for transmission system assessment.
- Participate in economic evaluation of options for meeting reliability needs as a transmission‑planning subject‑matter expert.
- Guide and improve planning processes, procedures, tools, and assumptions; provide quality assurance and quality control.
- Engage with stakeholders, communities, and First Nations representatives; occasionally serve as a subject‑matter expert in meetings and consultations.
- Act as the subject‑matter expert for transmission‑planning matters supporting various IESO activities (energy efficiency, markets, resource development, sector innovation).
- Develop and maintain key external relationships with LDCs, transmitters, government and regulatory staff, and other sector agencies.
- Research and monitor legislation and policies that may influence transmission needs and opportunities.
- Prepare and deliver reports, briefs, written submissions, and other information related to transmission plans for management and regulatory processes.
- Provide mentoring, advice, and quality‑control review for junior staff; play a lead strategic and operational role within the team.




- Stay current on state‑of‑the‑art transmission technologies, best practices, and external trends.
- Lead participation in external industry forums and NERC/NPCC/Market Rule compliance activities, including preparing evidence of compliance and participating in reliability audits.
- Act as a subject‑matter expert for Market Participant compliance, reviewing exemption applications, compliance plans, and mitigation plans.
- Manage external consultants supporting planning activities.
- Perform other duties as required.

Engineering Duties

- Complete studies for bulk and regional plans, NERC planning assessments, NPCC Area Transmission Reviews, reliability outlooks, and ad‑hoc requests.
- Assess load‑meeting capability of existing networks and reinforcement options to establish regional needs.
- Assess transfer capability of the Ontario system, including bulk system reinforcement options, to ensure adequacy and security.
- Conduct technical feasibility studies for proposed facilities and connections to the IESO‑controlled grid.
- Perform assessments of planned protection systems and programs (e.g., Remedial Action Schemes, Under‑Frequency Load Shedding).
- Perform specialized studies within the planning horizon.




- Collaborate in joint planning studies with neighbouring jurisdictions and participate in NERC/NPCC committees, task forces, and working groups.
- Represent the IESO on interconnection committees and sub‑committees as a technical subject‑matter expert.
- Participate in standards development, drafting, voting, and implementation for Planning Coordinator and Transmission Planner obligations.
- Prepare documentation and deliver presentations for engineering analysis.
- Sign and seal documents as a professional engineer (P.Eng) when required, taking responsibility for one’s own work and, on occasion, for peer review.
- Perform other specialized studies and duties as required.

Requirements

- Engineering degree (electrical, power system, or related field) or equivalent education.
- Professional Engineering licence in Ontario, competent in electrical engineering.
- Over 8 years of experience in power system planning or operation, including functions of power system components, analytical studies, and market operations.
- Experience with load‑flow and economic evaluation tools, and a comprehensive understanding of transmission planning processes.
- Strong technical writing and presentation skills.
- Ability to work in a collaborative environment and engage with external stakeholders.
- Legal eligibility to work in Canada and subject to background checks.
