Job Summary:

The Senior Business Analyst will lead internal customer engagement and business analysis activities to support the rollout and implementation of enterprise cloud and information management platforms. This role focuses on translating business strategies into technology solutions, facilitating stakeholder collaboration, and promoting enterprise platform adoption to drive modernization and transformation within the public sector procurement environment. Responsibilities:

- Lead business analysis to assess client problems, opportunities, and technology needs, including requirements gathering and documentation for cloud and SaaS solutions.
- Develop proposals, business cases, briefing notes, cost-benefit analyses, and presentations to communicate business needs and conceptual solutions.
- Apply business process re-engineering concepts to improve service delivery through automation and cloud technologies.
- Conduct research, environmental scans, feasibility studies, and maturity assessments related to legislation, policy, and standards.
- Evaluate bids, costs, and proposal fit to business needs; price solutions based on components and size.
- Perform business, use case, data, process, and workload modeling; define business rules and non-functional requirements.
- Develop performance measures, traceability matrices, and support testing and acceptance activities.
- Lead stakeholder engagement, relationship management, and client intake activities.
- Build frameworks, processes, and templates for customer engagement and requirements gathering.
- Collaborate with business and IT teams to negotiate optimal solution fits and communicate concepts to diverse audiences.
- Summarize opportunities, solutions, risks, issues, and project status for management and stakeholders.
- Identify, assess, and manage risks and issues using formal methodologies.
- Assess training needs, develop curricula and communication plans, and deliver training on business and technology topics.

Required Skills & Certifications:




- 10+ years of hands-on business analysis experience for mission-critical business services leading to modernization and transformation.
- Proven ability to deliver business analysis products under tight deadlines in dynamic environments with multiple concurrent projects.
- Expertise in requirements gathering and documentation for cloud and SaaS solutions.
- Experience developing frameworks, models, processes, and templates for customer engagement and intake.
- Strong stakeholder engagement and collaboration skills across business and IT roles.
- Ability to document and present business needs through proposals, business cases, and presentations.
- Experience evaluating costs, bids, and pricing solutions based on components and size.
- Analytical, problem-solving, decision-making, negotiation, and communication skills.
- Knowledge of Information Management principles, policies, and enterprise IM platforms (e.g., OpenText).
- Experience identifying and managing risks, issues, and problems using formal methodologies.
- Proficiency with Microsoft Office 365, PowerPoint, Visio, Figma, Microsoft Project, Microsoft Co-Pilot, Jira, and Confluence.

Preferred Skills & Certifications:
- Bachelor's degree in Information Management, Information Technology, Business Administration, or related field.
- Professional certifications such as Certified Business Analysis Professional (CBAP), Certified Records Manager (CRM), or relevant technology certifications.
- Experience working within or supporting public sector organizations and understanding regulatory environments.
- Experience applying Information Management principles to enterprise IM platforms.

Special Considerations:
- Must manage complex stakeholder relationships and multiple concurrent projects in a fast-paced environment.
- Role requires strong adherence to public sector regulations, policies, and enterprise architecture standards.
- Hybrid work workplace with up to 3 days onsite.

Scheduling:
- Hybrid schedule with flexibility for onsite presence up to three days per week.
