Must Haves
- Strong knowledge of cybersecurity principles, security governance, risk management, cloud and network security, Zero Trust architectures, and security-by-design practices is essential. The candidate should have a proven track record of driving organizational change, continuous improvement, and successful delivery of complex enterprise security initiatives.
- The candidate should possess a strong understanding of modern network-security architectures, enterprise infrastructure, cloud environments, and security technologies, with the ability to manage technical dependencies, implementation risks, vendor engagements, and cross-functional delivery teams while ensuring business and operational objectives are achieved.

Description / Responsibilities / Skills
Description
- lead the planning, governance, and delivery of large-scale, high-profile, and high-risk enterprise network and cybersecurity initiatives across the OPS
- serve as the senior program lead responsible for driving the organization's strategic network-security roadmap
- provide leadership and oversight for multiple concurrent cybersecurity and network-security initiatives, including SSE, Prisma Access, ZTNA, WAF implementations, firewall modernization
- ensure successful project execution, business adoption, operational readiness, and day-2 supportability of all solutions and services
Enterprise IT & Cybersecurity Leadership
- Act as the senior program lead accountable for the enterprise network-security and secure-access portfolio
- Chair governance forums, steering committees, and stakeholder working groups
- Provide executive-level reporting on program health, risks, dependencies, financials, milestones, and outcomes
- Champion OPS I⁢ project-management, cybersecurity, and operational best practices
- Establish and maintain relationships with executive sponsors, business leaders, enterprise architects, cybersecurity teams, and external vendors
Advanced Network/Security Program Delivery
- Lead the end-to-end delivery of enterprise-scale network-security and cybersecurity initiatives, balancing scope, schedule, budget, quality, and risk
- Develop and manage detailed schedules, resource plans,
risk registers, issue logs, dependency tracking, and change-control processes
- Ensure successful transition to operations, including documentation, knowledge transfer, operational readiness, support processes, and service monitoring
- Gather business, operational, and technical requirements and translate them into integrated project plans and delivery roadmaps
- Coordinate cross-functional delivery activities involving architecture, security engineering, cloud services, network operations, and vendors
Project Management & Communication Skills
- Manage project governance, executive communications, stakeholder engagement, and project reporting across multiple initiatives
- Facilitate workshops, planning sessions, requirements gathering, risk reviews, and decision-making forums
- Establish explicit roles, responsibilities, deliverables, and performance expectations across project teams and vendors
- Deliver concise executive briefings, dashboards, presentations, and status reports to senior leadership
- Ensure adherence to OPS project-management standards, quality controls, governance processes, and reporting requirements
- Promote adoption of change-management practices and support business readiness activities
Public Sector Experience and Awareness
- Strong knowledge of OPS I⁢ project delivery frameworks, governance processes, and PMBOK methodologies
- Experience delivering projects using both Agile and Waterfall methodologies
- Knowledge of regulatory, compliance, and accessibility requirements including AODA and applicable government security standards

Experience & Skill Set Requirements
Enterprise IT & Cybersecurity Leadership (20%)
- Candidate must demonstrate senior-level experience leading enterprise-scale IT modernization and cybersecurity programs, providing strategic direction, governance, and executive oversight across multiple workstreams.
- Experience collaborating with business leaders, technology teams, cybersecurity stakeholders, and vendors is required to ensure alignment with organizational priorities, security objectives, and enterprise architecture standards.
Advanced Network/Security Program Delivery (40%)
- Candidate must demonstrate advanced experience managing and delivering large-scale network and cybersecurity programs from initiation through implementation, operational readiness, and transition to support.
- This includes experience leading complex security transformation initiatives involving Secure Service Edge (SSE), Zero Trust Network Access (ZTNA), Prisma Access, secure remote-access solutions, Web Application Firewalls (WAF), firewall modernization, network segmentation, cloud security integration, and enterprise security control enhancements.
Project Management & Communication Skills (30%)
- Candidate must demonstrate exceptional project and program management capabilities in large, complex, and high-risk technology environments.
- This includes experience with project planning, governance, scope management, schedule management, financial oversight, risk and issue management, dependency tracking, and executive reporting.
- Strong communication and stakeholder management skills are required, including the ability to facilitate discussions, build consensus, manage conflicting priorities, and communicate complex technical concepts to both technical and non-technical audiences.
- The candidate must be capable of influencing decision-making at senior levels, leading multidisciplinary teams, managing vendors and external partners, and driving successful outcomes through effective leadership, collaboration, and problem-solving.
Public Sector Experience and Awareness (10%)
- Previous experience in government or regulated environments is a plus
- Familiarity with public-sector mandates (FIPPA, PHIPA) and embedding audit-trail, retention, and reporting controls
