Job Summary

Fraser Health is seeking a Full Time Quality Improvement & Analytics Manager to lead at the intersection of technology, strategy, and healthcare transformation. Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Manager, Quality Improvement & Analytics (QIA) acts as a senior resource to the organizations and others and is accountable for the governance, integrity, and effective use of all business-owned application systems, data, and processes pertaining to performance reporting for all Integrated Protection Services (IPS) and other programs across Fraser Health, and the Provincial Health Services Authority (collectively, the

"Organizations"). Oversees and leads a specialized team responsible for administering applications, database stewardship, and the development, production, maintenance, and ongoing administration of reporting metrics. Leads the development and implementation of standards, governance frameworks, and operational controls that define how performance data is structured, accessed, interpreted, and relied upon across the Organizations, other BC Health Authorities and the Ministry of Health.

Supervises and provides work direction to assigned staff, including personnel designated as application system administrators and database owners, and ensures appropriate system access, data integrity, and consistent platform use.



Provides advice and leadership to the Organizations' employees on data management, reporting quality, technology solutions, and continuous improvement strategies.

Supports leadership decision-making, compliance, and performance management.

Responsibilities

Leads the development and implementation of standards, governance frameworks, and operational controls that define how activity and performance data is structured, accessed, interpreted, through the development of a comprehensive documentation, strategy and work plan, in collaboration with Provincial Digital Health and Information Services (PDHIS), based on a focused assessment of technical requirements of IPS including the application of business intelligence and redesign of business processes.

Manages and supervises all activities pertaining to incident and performance reporting services such as data collection, collation, analysis and reporting of performance indicators in a timely manner. Leads the implementation of applications and tools to improve data quality, data management, report design and standardization.

Leads the development and execution of strategies to advance the development of IPS reporting including internal partners and/or staff engagement, consultations, education and communications.

Communicates and liaises with PDHIS teams of various disciplines to monitor, evaluate and identify system issues and productivity solutions. Provides recommendations on the use and evolution of applications and tools; develops and implement strategies for information management of application systems and solutions.

Supervises and provides work direction to assigned staff by assigning, delegating and/or coordinating work assignments and/or projects, providing feedback and evaluation, determining training requirements, orienting recent staff and conducting performance evaluations.

Works collaboratively with IPS Leadership to prepare and provides statistical information on workload measurement, department activity and quality assurance activities.

Develops processes for the efficient and effective tracking of corporate performance measures
