Project Overview

The Data Insights and Strategic Initiatives Division (DISID) in the Ministry of the Solicitor General (SOLGEN) is advancing a series of digital and data deliverables to strengthen the collection, standardization, and use of policing and corrections data, including the design and development of a new police data warehouse. This initiative includes the acquisition and integration of readily available police data (e.g., which supports the automation of data collection automation processes for analytical use, including but not limited to, police charge, incident, and accused data) as well as the development of supporting documentation, standardization, and modernization for police and corrections data. The project is intended to enable more timely, consistent, and accessible data to support evidence-based decision-making, policy development, operational insights, and reporting requirements, allowing for the potential of data integration.

Key Responsibilities

- Gathering complex business and data requirements, supporting data integration, and translate business and operational needs into clear artifacts (process models, business rules, data definitions, data dictionary, etc.)
- Working closely with business stakeholders and data engineering teams to define data requirements, document transformation logic, and ensure the delivery of high quality, analytics-ready datasets.
- Lead end-to-end requirements gathering across ministry and justice partners.
- Document and validate business, functional, non-functional, data, integration, and reporting requirements.
- Document and validate user stories, acceptance criteria, and business rules.
- Ensure requirements are clear, prioritized, and aligned with data acquisition and governance objectives.
- Analyze current-state (including non-relational) data and document key elements.
- Define target relational data structures, including entities, relationships, and normalized tables, and primary and foreign keys aligned to business domains.
- Develop source-to-target mappings (column-level), transformation logic (analytics-ready / SQL-ready), and end-to-end data traceability.
- Produce core artifacts: process maps and workflows, data flow diagrams and data models, integration and interface requirements.
- Identify data flows, integration points, and system dependencies.
- Support solution design by ensuring requirements are feasible and aligned with architecture.
- Develop and maintain data definitions, business rules, data dictionary, naming conventions, and metadata standards.
- Align deliverables with ministry data governance frameworks.
- Support design of data management processes (intake, validation, quality controls).
- Maintain requirements traceability and support validation to ensure datasets are accurate, complete, and analytics ready.

Qualifications & Requirements

REQUIRED

- Must be able to work 5 days onsite per week
- Minimum 8 years as a Business Analyst supporting medium to large enterprise projects.
- At least 5 years leading end-to-end requirements across business, functional, data, and reporting domains.
- Experience with requirements traceability, gap analysis, and change impact assessment.
- Experience with Agile delivery tools (e.g., Azure DevOps,



JIRA).

- Experience defining business rules and data logic to support reporting and analysis.
- Familiarity with enterprise data platforms (e.g., Azure, Databricks).
- Familiarity with relational databases (e.g., Oracle, Azure SQL).
- Understanding of large datasets, data structures, and integration concepts.
- Knowledge of data governance principles, including data quality and validation.
- Knowledge of metadata management and data standards.
- Experience supporting standardized data definitions and consistent data practices across systems.
- Strong communication and documentation skills, with the ability to tailor messaging to technical, business, and executive audiences.
