ABOUT THE ROLE Reporting to the Director, Total Rewards and Employee Wellbeing, this position leads the development and implementation of compensation programs and organizational design frameworks aligned with the Region’s strategic and operational goals. It provides oversight of insured and self-insured benefits and pension plans and collaborates with senior leadership to promote best practices that enhance operational efficiency, market competitiveness, and internal equity. WHAT YOU'LL BE DOING Leads the development, implementation, and maintenance of compensation programs, tools, and systems to ensure compliance, equity, and defensibility. Oversees job evaluation processes for union and non-union roles, including job description development, classification, and compensation guidelines. Provides strategic oversight of pay equity and job evaluation programs, ensuring alignment with legislation, best practices, and budget constraints.



Collaborates with PEC partners to advise and coach leaders on job design and compensation strategies. Manages the Region’s employee benefits program, including negotiating renewal rates and recommending plan changes. Oversees pension plan administration in partnership with Payroll, ensuring compliance with legislative and plan requirements. Leads organizational design initiatives, including operating model redesign, capability development, and integration into the business model. Identifies risks associated with organizational changes and develops mitigation strategies. Defines governance structures and implements KPIs to evaluate the effectiveness of organizational design changes. Manages the Region’s benefit plan, negotiates with benefit carriers’ renewal rates and recommends program changes. Manages the pension plan administration, in accordance with plan rules and legislative requirements in partnership with Payroll. Evaluates existing policies, procedures, and guidelines; recommends cost-effective improvements aligned with market trends and organizational goals. Identifies and leads process redesign and efficiency initiatives, developing actionable recommendations and plans. Assists the Director, Total Rewards and Employee Wellbeing in preparing, recommending, monitoring, and controlling the Branch budget; prepares the business unit annual budget, special project budgets, and work plans. Continually monitoring expenditures to ensure compliance to budget and the effective and efficient use of resources. Monitors and evaluates service delivery and develops effective and innovative program delivery methodologies to meet mandates, legislation and Branch and Regional program service requirements. Liaises with and proactively develops relationships with partners to facilitate the delivery of services. Participates on or chairs committees, meetings, work groups and special projects, as directed. Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing. Provides input to or prepares reports, briefing notes, presentations, statistics, and analysis, for Senior Management, as requested. Ensures adherence to the Region’s policies, guidelines and bylaws and manages information in accordance with legislation and corporate standards. Accountable for management of staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, performance management and appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices. Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies. Promotes the code of conduct, Regional values and HR policies with all staff of the section. Performs other duties as assigned to meet Departmental goals and program/service objectives. WHAT WE'RE LOOKING FOR:



Successful completion of a University Degree or approved equivalent combination of education and experience. Minimum five (5) years demonstrated experience in a senior leadership capacity administering compensation, benefits and organizational design/effectiveness programs, including demonstrated minimum of two (2) years of leadership and/or supervisory experience. Compensation or equivalent Human Resources professional designation or Organizational Design certification. Demonstrated experience with leading the design and implementation of benefits and EFAP offerings, policies and governance, including experience resolving escalated issues in a unionized environment. Experience managing administration of benefit and retirement programs including plan design, vendor negotiations, renewals, financial analyses and communications. Expertise in conflict resolution to manage and resolve stakeholder disputes effectively. Demonstrated ability to influence stakeholders to gain support for initiatives Ability to demonstrate the Region’s corporate core and leadership competencies. Knowledge of relevant legislation and regulations, collective agreement administration and interpretation, and labour relations principles and practices. Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships. Strong communication, influencing and presentation skills with a strong customer focus. Financial acumen and ability to synthesize data and present recommendations and financial impact to senior leadership team. Robust report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines. Informed and active leadership to confront bias and systemic barriers and comply with or build inclusive practices in business processes, recruitment practices, team management, etc. to ensure inclusive and equitable workplace. Ability to work independently and with teams and with ability to manage competing priorities. Ability to travel to offsite locations, as required. Ability to work outside regular hours, as required.
