ROLE SUMMARY:As a member of the property leadership team, the Senior Operations Manager leads all aspects of the shopping centre’s operations, ensuring the property is maintained and operated within budget and in alignment with CF standards, while also providing strategic leadership across the broader mixed-use property.CF Richmond Centre includes a major shopping centre and surrounding residential towers. While the residential components are not property managed by CF, the Senior Operations Manager is responsible for interpreting and applying legal and contractual language within reciprocal and cost-sharing agreements to ensure obligations are being met. This includes the development of new programs, policies, implementing appropriate service contracts, chargeback models and SOPs that align with both CF standards and the governing legal instruments of the mixed-use project (including but not limited to the strata, affordable housing, commercial components).JOB ACCOUNTABILITIES:- Strategic Leadership and Team Development: Elevate the operations function by strengthening a multi-disciplinary team by growing the team’s technical expertise, fostering a culture of accountability, and providing senior-level oversight for all operational activities across, retail, residential and shared spaces.- Legal & Governance Compliance: Interpret and rigorously apply complex legal instruments such as Reciprocal Rights Agreements (RRAs) and cost-sharing structures to ensure operational compliance and the accurate allocation of shared costs and utilities.- Operational Framework: Develop and implement a comprehensive operational framework, including new Standard Operating Procedures (SOPs), technical maintenance programs, and a new Leak Detection Program for the parkade.- Lead utility and energy management initiatives, including optimization of energy consumption, system tie-ins, and sustainability reporting. Includes oversight of the new Heat Rejection System (first one at CF) to ensure energy and warranty obligations are met.- Systems Management: Manages highly integrated building systems serving multiple asset components, including mechanical, electrical, vertical transportation, HVAC, and the introduction of two new building automation systems operating independently.- Vendor and Contract Management: Work with CF’s Legal team, responsible for negotiating, managing, and renewing complex service agreements and SLAs for all shared systems, ensuring compliance with legal and financial frameworks.- Lead and oversee the successful delivery of landlord work in commercial retail units and capital projects. Monitor progress and oversee the full tenant fit-out process.- Financial Oversight: Manage operating and capital budgets, overseeing the allocation of shared expenses, and leading utility and energy management initiatives, including the new Heat Rejection System.- Stakeholder Collaboration: Lead collaboration with internal CF cross-functional teams (Legal, Risk, Development) and external parties (strata management, engineers, government authorities) to manage long-term asset outcomes and project phases (Phase 1.5 and HBC development).- Ensure CF Richmond Centre’s operational framework supports the seamless integration of all asset components,
safeguarding CF’s reputation, compliance posture, and operational excellence.SCOPE OF RESPONSIBILITY (financial, people, operations):Direct / Indirect Report:Supervisor, Operations / Maintenance, Building OperatorFinancial Responsibilities:- Prepare and manage operating budgets for four cost centres interpreting and applying the requirements of governing legal agreements within this framework.- Develop multi-year capital budgets.EDUCATION AND EXPERIENCE REQUIREMENTS:- Requires a blend of relevant education and extensive hands-on operational management experience. Applicable education may include an undergraduate degree or college diploma in fields such as business management, engineering, or technical disciplines (e.G., mechanical or electrical systems).- Professional accreditation/certification in RPA or FMA (BOMI Institute) are strong assets- A minimum of 10 years of progressive operations management experience in positions of increasing responsibility, including a minimum of 5 years in a management role working within properties of complex scope (i.E. large, mixed-use) or facility environment required.- Strong knowledge of electrical/mechanical systems, maintenance and building automation systems, environmental health and safety compliance requirements; - Understanding ofpreventative maintenance, service related software programs and the ability to adopt new technologies to enhance system efficiencies; - Strong knowledgeof financial management and budget management; - Extensive experience managing contracts and multiple vendors; - Computer proficiency in Word, Excel and Gmail; - Demonstrated ability to lead multiple operational projects by applying project management principles and organizational discipline to plan, coordinate and track projects from start to finish.- Knowledge and understanding of applicable federal, provincial, and municipal legislation and regulations pertaining to the area of operations (i.E.
