QUALIFICATIONS

- Grade 12 education (MB Standards)
- Post-secondary education in a health related discipline relevant to the position
- Two (2) years of experience in a Health Care setting within the past five (5) years
- Other combinations of suitable education and experience may be considered
- Demonstrated knowledge of harm reduction principles
- Understanding of trauma and violence informed care, anti-stigma principles, and the specific socio-cultural realities of people who use substances
- Experience in collection, analysis and presentation of data sets
- Experience in project planning, implementation and evaluation
- Province of Manitoba Class 5 Drivers Licence, or equivalent from province of residence, and access to a personal vehicle to provide service within Prairie Mountain Health
- Proficiency with Microsoft programs (Outlook, Word, Excel, Access and PowerPoint), as well as Internet applications and other Information Technology
- Demonstrated organizational skills, and the ability to work independently

POSITION SUMMARY:

The Drug Checking Program Facilitator provides strategic implementation, operations coordination, and quality assurance for the drug checking initiative located within the 7th Street Health Access Centre.



The facilitator will lead and oversee harm reduction services designed to analyze substances, identify trends with unregulated drug supply, and provide vital safety information to people who use drugs. Operating as an individual program lead, this position also provides vital technical guidance, mentorship and procedural support to the program’s Drug Checking Technician.

RESPONSIBILITIES:

Overview:

- Complete Fourier-transform infrared (FTIR) spectroscopy training and maintain competency.

- Lead the development and implementation of the drug checking program.

- Provides technical expertise and coordination of the delivery of drug checking services and oversees day-to-day operations of drug checking services.

- Develop/revise, implement, and maintain program guidelines, policies, protocols, and standard operating procedures. Uses best practice, literature review, research, and local information to inform the development of protocols to support the drug checking program.

- Operate, calibrate, maintain, and interpret advanced drug checking technologies, including Fourier-transform infrared (FTIR) spectroscopy and immunoassay/fentanyl test strips. Ensure quality control standards are met and oversee external proficiency testing and vendor relationships for technical equipment.

- Work in partnership with drug checking peer volunteers (individuals with lived and/or living experience relevant to the population served) who are enlisted to collectively enhance peer engagement,



promote access to drug checking services and harm reduction information for people who use drugs.

- Communicate drug checking results in a respectful, non-judgmental, and confidential manner as well as answering any questions related to drug checking methods and outcomes

- Provide harm reduction education, safer use information, and referrals to health, social, and community support services.

- Collect, manage, interpret and analyze program data; maintain program dashboards and records; monitor emerging toxic drug supply trends; and prepare reports, including community drug alerts, as required.

- Support program promotion and public awareness initiatives through the development of educational and promotional materials, participation in community events, and contributions to harm reduction campaigns.

- Serve as a resource and subject matter expert for community organizations, internal staff, and other stakeholders regarding drug checking services and harm reduction practices.

- Act as the primary liaison between Prairie Mountain Health (PMH), community partners, and other stakeholders to support a coordinated regional response to the toxic drug crisis.

- Deliver training and ongoing technical support to recent and existing program staff.

- Participate in program evaluation, quality improvement initiatives, and provincial and national drug checking networks and working groups.

- Other duties as assigned.
