Baxter’s Bakery is seeking a detail-oriented and proactive Regulatory Compliance Specialist to support regulatory affairs, food safety, and quality assurance across our portfolio of bakery brands and manufacturing facilities. This role will play a key part in ensuring our products, processes, and documentation meet all applicable food safety, regulatory, and labelling requirements.

Responsibilities

Regulatory Compliance

- Create, review, and maintain ingredient statements and Nutrition Facts Tables (NFTs) to ensure compliance with applicable regulatory requirements in Canada and the United States.
- Review, create, and maintain regulatory documentation, including product specifications, labels, nutritional information, allergen declarations, and ingredient statements for raw materials and finished products.
- Assess product formulations and labels for compliance with applicable regulations and standards, including CFIA, Health Canada, FDA, and other applicable regulatory requirements.
- Monitor and interpret changes in food regulations, labelling requirements, and industry standards, and communicate potential business impacts to relevant stakeholders.
- Coordinate regulatory and labelling requirements related to Kosher certification.





Product & Specification Management

- Support product development and commercialization by providing regulatory guidance throughout the development process.
- Maintain product formulations, ingredient databases, and nutrient information within company software systems.
- Review and approve raw material, packaging, supplier, and finished product specifications.
- Lead and support label development, review, and artwork approval processes.
- Create, update, and maintain internal and customer-facing specifications, including customer portal submissions.

Quality Assurance

- Collaborate closely with the Food Safety & Quality Assurance (FSQA), Procurement, Operations, Sales, and Project Management teams to ensure regulatory compliance, product quality, and food safety across all products and manufacturing facilities.
- Support the maintenance of Quality Management Systems (QMS) and food safety programs, including HACCP, GMPs, and GFSI-recognized standards.
- Participate in internal, customer, certification, and regulatory audits, and assist with corrective actions and continuous improvement initiatives related to quality systems and regulatory compliance.
- Respond to customer inquiries and support the Sales team by providing technical documentation, regulatory information, and product-related requests.

Experience

- Bachelor’s degree in food science, Nutrition, Regulatory Affairs, or a related field.




- Minimum of three (3) years of experience in Regulatory Affairs, Regulatory Compliance, or Quality Assurance within a food manufacturing environment; baking industry experience is considered an asset.
- Strong knowledge of Canadian and U.S. food regulations, including CFIA, Health Canada, and FDA requirements.
- Working knowledge of food labelling regulations, allergen declarations, ingredient compliance, and Nutrition Facts Table (NFT) requirements.
- Understanding of Quality Management Systems (QMS) and food safety programs, including GFSI-recognized standards, HACCP, and GMPs.
- Experience using specification management systems and nutrition analysis software.
- Excellent analytical, organizational, and problem-solving skills.
- Strong attention to detail with the ability to manage multiple projects and deadlines simultaneously.
- Excellent verbal and written communication skills in English.
- Ability to work independently while collaborating effectively within cross-functional teams.
- Proficiency in Microsoft Office Suite.

Compensation & Benefits

- Competitive salary of $60,000–$80,000 annually, based on experience and qualifications.

Location & Travel Requirements

- Full-time, permanent position.
- Monday to Friday schedule.
- Based in Toronto, Ontario.
- Ability to travel between multiple manufacturing facilities within the Greater Toronto Area and Cobourg, as required.
- Valid driver's licence and reliable transportation preferred.

Pay: $60,000.00-$80,000.00 per year
