This role goes beyond traditional project management— it requires technical depth, portfolio‐level thinking, and the ability to drive Application Portfolio Optimization (APO), modernization, and operational excellence.Your future duties and responsibilities Plan, coordinate, lead, and communicate the Project (Agile, Waterfall and Hybrid) activities while overseeing application lifecycle management, release governance, DevOps execution, and continuous improvement in partnership with Program, Product, Architecture and Security leadershipLead and report on ongoing application maintenance initiatives within a DevOps operating model, including CI/CD governance, release planning, deployment coordination, environment management and production stabilityOwn service reliability outcomes including SLA/SLO adherence, incident governance (P1/P2 oversight), MTTR improvement, and operational performance reportingDrive operational excellence through root cause analysis, risk management, performance monitoring and continuous improvement across build, test, deploy, monitor, and operate stagesImplement performance monitoring, observability dashboards, capacity planning, and change failure reduction strategiesLead portfolio‐wide technical assessments to drive rationalization, modernization, decommissioning, and cost optimization strategiesCollaborate with enterprise architects to evaluate technical debt, scalability risks, performance bottlenecks, and cloud readiness.



Balance innovation initiatives against operational sustainability and cost controlsDevelop roadmaps for application lifecycle evolution including re‐platforming, containerization, integration, or retirementPresent delivery performance, risk posture, and optimization opportunities to Steering Committees. Communicate technical trade‐offs in business‐aligned languageEnsure audit readiness, compliance with corporate governance standards, security controls and contractual adherenceFoster a high‐performing, transparent team environment through coaching and servant leadership. Promote DevOps mindset across development and support teamsRequired Qualifications To Be Successful In This Role 10+ years leading IT Operations and Delivery as a Technical Program Manager within Agile and DevOps environments, preferably in the Public SectorExtensive experience in software product engineering, application maintenance, deployment, integration and CI/CD driven release managementProven experience leading application maintenance and DevOps‐driven delivery environmentsHands‐on experience in application portfolio management and optimization including modernization initiativesStrong technical capability to engage architects and system engineers on system design, scalability, performance, and modernization, facilitation and support for diagnosing and resolving technical issuesProven track record delivering complex, multi‐client initiatives involving application, integration, and infrastructure ecosystemsExceptional communication skills with ability to present to executive stakeholdersExcellent skills and knowledge of servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and growing transparencyDesired Qualifications Demonstrated experience coordinating and facilitating information sessions, working sessions, and Steering CommitteesFamiliarity with the BC health sector and ecosystem or other public sector agencyExperience with cloud transformation initiatives (AWS, Azure,



Hybrid environments)Experience in modernization initiatives such as containerization, microservices, and API integrationsEducation and Certification Bachelor in Computer Science, Engineering or related disciplineITIL CertificationDevOps certifications (Azure DevOps, AWS DevOps Engineer, or equivalent) considered an assetNice to have - Certified Project Management Professional and/or Scrum MasterCGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes various factors including but not limited to skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions are dependent on the facts and circumstances of each case.
