We are seeking an experienced Business Analyst to support large-scale enterprise initiatives within the Ontario Public Service. The role involves leading end-to-end business analysis activities, working closely with stakeholders, and delivering high-quality documentation to support business and IT solutions.

Key Responsibilities

Lead and conduct business analysis to identify business problems, opportunities, and solutions

Gather, analyze, and document business and functional requirements

Develop business cases, cost-benefit analysis, and feasibility studies

Perform:

Business process modeling

Use case modeling

Data modeling (conceptual & logical)

Process and data flow analysis

Conduct gap analysis for vendor releases and system upgrades

Translate business requirements into epics, user stories, and scenarios

Develop mockups and collaborate with stakeholders for validation

Monitor project progress and provide regular updates to leadership.

Identify risks, resolve issues, and ensure requirement traceability

Act as liaison between business stakeholders and technical teams

Develop performance metrics and conduct follow-ups





Support knowledge transfer and documentation activities

Must-Have Skills & Experience

Minimum 7+ years of Business Analysis experience

Strong experience in:

Business case development & feasibility studies

Gap analysis for system upgrades

Business and data modeling techniques

Requirements gathering and documentation

Proven ability to:

Manage evolving requirements

Maintain traceability across project lifecycle

Excellent stakeholder management, facilitation, and negotiation skills

Core Competencies

Strong analytical, problem-solving, and decision-making abilities

Excellent communication (verbal & written) and presentation skills

Ability to engage with cross-functional teams and senior stakeholders

Strong organizational and multitasking skills

Customer-focused with strong consulting mindset

Technical & Tools Experience

Proficiency in MS Office Suite

Experience with:

Agile methodologies

Requirement management tools

Creating epics, user stories, and mockups

Requirements
Nice to Have

Experience with public sector projects

Exposure to mainframe/legacy systems

Knowledge of cloud technologies

Familiarity with OPS policies and IT approval processes

Work Environment

Fully onsite role (Monday to Friday)

Collaboration with business stakeholders, IT teams, and leadership

Fast-paced workplace with multiple concurrent initiatives
