Position: Human Resources Manager
Location: Delta, BC

Reporting directly to the President, the Human Resources Manager is responsible for leading and managing all human resources functions across APPS Cargo Terminals.
This role serves as a strategic business partner to leadership while ensuring the effective administration of human resources programs, policies, and procedures. The Human Resources Manager will oversee employee relations, recruitment and retention, performance management, compensation and advantages administration, organizational development, workforce planning, employment law compliance, and employee engagement initiatives.
The successful candidate will play a key role in building and maintaining a positive workplace culture while supporting organizational growth, operational effectiveness, and compliance within a federally regulated transportation environment.
Responsibilities:
Employee Relations & Performance Management
Lead employee relations activities including investigations, conflict resolution, disciplinary actions, workplace accommodations, attendance management, and performance improvement plans.
Provide guidance and coaching to managers on employee performance, conduct, and workplace issues.
Ensure consistent application of company policies and employment legislation.
Support organizational change initiatives and workforce transitions.
Recruitment, Workforce Planning & Talent Management
Lead recruitment, onboarding, and retention initiatives across multiple locations.
Partner with operational leaders to identify workforce requirements and staffing strategies.
Develop succession planning and talent development programs.
Support employee engagement and retention initiatives.
HR Compliance & Policy Administration




Ensure compliance with applicable federal and provincial employment legislation.
Develop, implement, and maintain HR policies, procedures, employee handbooks, and HR programs.
Administer and oversee the organization's Pay Equity Program and Employment Equity Program.
Monitor legislative changes and implement organizational changes required to maintain compliance.
Maintain accurate employee records and HR reporting requirements.
Compensation, Benefits & HR Administration
Administer compensation programs, salary reviews, employee benefits, leave management, disability claims, and HRIS systems.
Provide recommendations regarding compensation structures and employee benefit programs.
Work closely with Payroll to ensure accurate administration of employee earnings, deductions, taxable benefits, leaves, and statutory reporting requirements.
Organizational Development & Culture
Develop and coordinate employee training and leadership development programs.
Support employee engagement, recognition, and organizational development initiatives.
Promote a positive workplace culture aligned with company values and strategic objectives.
Participate in organizational planning and continuous improvement initiatives.
Qualifications & Key Competencies:
Bachelor's Degree in Human Resources, Business Administration, Industrial Relations, or a related field.
CHRP, CPHR, CHRL, or equivalent professional designation is preferred.
Minimum three years of progressive Human Resources management experience.
Minimum two years of supervisory or leadership experience.
Experience managing employee relations, workplace investigations, performance management, and organizational change initiatives.
Robust knowledge of:

Federal and Provincial Employment Laws
Experience administering compensation programs, employee benefits, disability management, and HRIS systems.
Experience supporting payroll administration and payroll-related compliance requirements is considered an asset.
Experience within transportation, logistics, warehousing, or other federally regulated industries is considered a strong asset.
Strong leadership, communication, analytical, and problem-solving skills.
Ability to maintain confidentiality and exercise sound judgment in sensitive situations.
Proficiency with Microsoft Office applications and HRIS systems.
Hours and Location:
Monday to Friday: 07:30 – 16:00
Terminal Location: Delta, BC
Occasional travel to company terminals throughout British Columbia and Alberta.
Additional hours may be required to support investigations, employee relations matters, organizational initiatives, or operational requirements.
Remuneration:
$85,000 - $100,000 per year based on experience
