About us

Houle Defence Agency (HDA) is a growing defence and institutional procurement brokerage firm. We supply tactical, medical and protective equipment to armed forces, police forces, correctional services and first responders.

Registered on CanadaBuys and SAM.gov, HDA targets the Canadian, American and NATO markets.

The role

As the company's first key hire, you own the complete bid cycle and work directly with the president.

Responsibilities

- Monitor tender portals daily (CanadaBuys, SEAO, SAM.gov) and maintain watch alerts
- Qualify each prospect (go/no-go analysis): requirements, timelines, competition, potential margin
- Build the compliance matrix and draft technical and administrative responses, in English
- Manage question periods with contracting authorities and adjust our bids based on amendments issued by the buyer
- Obtain pricing from manufacturers and distributors, negotiate, and build bid pricing (margins, currencies, customs, freight)
- Ensure complete, compliant submission before the deadline, then handle follow-up (clarifications, debriefings, lessons learned)

Essential requirements

- Minimum 3 years of hands-on experience with public tenders, with winning bids to your name
- Proficiency with CanadaBuys and SEAO; mandatory familiarity with SAM.gov and U.S. federal procurement




- Exemplary rigour in documentary compliance under firm deadlines
- Advanced Excel: margins, currencies, pricing structures
- Complete autonomy working remotely, and tolerance for the rejection inherent to the bidding business
- Eligibility for a Government of Canada security screening

Assets

- Experience with U.S. federal contracts (FAR/DFARS, DoD) or with the Canadian Commercial Corporation
- Knowledge of the defence and public safety sector (military, reserve, police or sector supplier)
- Knowledge of Incoterms and international logistics

Selection process

1. Phone interview (30 minutes)

2. In-depth Teams interview (60 minutes)

3. Reference checks and initiation of the security screening
