The Facility Asset Management Technologist leads the development and implementation of the Division's facility asset management program to support proactive maintenance, lifecycle planning, and long-term infrastructure stewardship. The position establishes asset management processes, asset inventories, preventive maintenance strategies, and lifecycle planning tools that inform maintenance priorities, capital investment decisions, and long-term renewal planning. As the Division's subject matter expert in facility asset management, the role provides technical analysis and recommendations that support effective allocation of maintenance and capital resources across the facility portfolio.

RESPONSIBILITIES & ACTIVITIES

Asset Management Program Support (25%)

- Develop and implement asset management processes, frameworks, and tools to support proactive maintenance and lifecycle planning.
- Establish and maintain comprehensive facility asset inventories across all major building systems and asset classes.
- Develop asset classification standards, documentation requirements, and procedures for ongoing asset data management.
- Monitor program effectiveness and recommend improvements to asset management practices and processes.
- Develop asset management standards, processes, and decision-support tools to support consistent asset management practices.

Data Collection & System Development (20%)

- Design and implement methodologies for collecting, validating, and managing facility asset data.
- Lead asset inventory development through coordination with maintenance staff, project teams, contractors, and consultants.
- Develop and maintain asset management databases, systems, and reporting tools that support lifecycle planning and decision-making.
- Collect and validate data from multiple sources, including record drawings, operations manuals, BMCS control systems, utility information, manufacturer’s information, and physical on-site data directly from equipment rating plates.
- Analyze asset information and identify data gaps, inconsistencies, and opportunities for improvement.
- Ensure asset information generated through capital projects is incorporated into Division asset management systems and records.

Lifecycle Analysis & Planning (20%)

- Use facility condition assessments and lifecycle analysis for major building systems and asset classes.
- Develop and maintain preventive maintenance strategies and lifecycle plans to improve asset reliability and extend service life.
- Develop risk-based prioritization methodologies for maintenance, deferred maintenance, and capital renewal initiatives.
- Develop transparent and defensible prioritization approaches to support maintenance and capital investment decisions.
- Analyze asset condition, risk, performance, and service impacts to identify renewal priorities.
- Provide evidence-based recommendations to support capital planning, maintenance prioritization, and resource allocation decisions.

Technical Advisory & Project Support (15%)

- Act as the Division's subject matter expert in facility asset management and lifecycle planning.




- Provide technical advice regarding asset conditions, maintenance strategies, asset performance, and renewal requirements.
- Advise management on asset-related risks and operational impacts.
- Support early project development and costing through technical review of building systems and lifecycle implications.
- Review capital project documentation to ensure maintenance requirements, warranties, manuals, and technical records are complete and appropriate.

Stakeholder Collaboration (10%)

- Collaborate with maintenance supervisors, division staff, and project managers to support asset management objectives.
- Facilitate asset-related discussions and communicate lifecycle risks, asset conditions, and renewal requirements to stakeholders.
- Prepare reports, presentations, and planning information to support facility planning and decision-making.

Contract & Consultant Coordination (10%)

- Coordinate consultant and contractor activities related to asset condition assessments, technical studies, and asset evaluations.
- Develop scopes of work for condition assessments and technical consulting services.
- Review consultant findings and technical deliverables for quality, completeness, and alignment with Division requirements.

KNOWLEDGE, SKILLS, & COMPETENCIES

Knowledge:

- Bachelor’s degree in Engineering, Engineering Technology, Construction Management, or other related disciplines.
- Minimum five years of experience in facility asset management, lifecycle planning, or a related field. An equivalent combination of education and experience may be considered.
- Qualified Engineer (P.Eng.) designation with APEGA or Certified Engineering Technologist (C.E.T.) designation with ASET, or other relevant certification, is considered an asset.
- Experience and proficiency in AutoCAD and/or Revit is considered an asset.
- Strong understanding of compliance regulations, including Occupational Health and Safety legislation and Building Code Legislation
- Advanced knowledge of asset management principles, lifecycle planning methodologies, condition assessment practices, and capital renewal planning.
- Strong knowledge of preventive maintenance strategies and reliability-centered maintenance principles.
- Comprehensive knowledge of building systems including HVAC, controls, mechanical, electrical, roofing, infrastructure, and architectural systems.
- Familiarity with facility design and construction processes, materials, and methods.
- Knowledge of Computerized Maintenance Management Systems (CMMS), asset management software, and asset information management practices.
- General knowledge of the Division’s operations and business and general understanding of the Division’s mission and vision in a faith-based environment.
- Knowledge of records management principles, the Protection of Privacy Act (POPA), and the Access to Information Act (ATIA).
- Knowledge of workplace safety and awareness of Occupational Health and Safety regulations.
- Knowledge and alignment with the Division's administrative procedures.

Skills:
