About the Project The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard.
Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs.

About the job Reporting to the Project Controls Lead, the Chief Estimator will serve as the senior estimating qualified for the Alexandra Bridge project in Ottawa. This role will lead the estimating team and oversee cost planning, quantity take-offs, pricing, risk assessment, tender development and estimate handover while collaborating closely with engineering, procurement, commercial, project controls and construction teams. The ideal candidate will have extensive experience estimating major civil infrastructure projects.
Bridge experience is strongly preferred, although candidates with relevant experience in complex structures, transportation, marine construction or comparable heavy civil projects will also be considered. What you'll be doing Lead the project’s estimating function and provide overall direction, quality control and accountability for estimates, budgets and tender submissions.
Manage, mentor and develop estimators and estimating support staff while establishing clear work plans, review processes and estimating standards.
Review drawings, specifications, design packages, schedules, addenda,
contractual requirements and tender documents to determine project scope and pricing requirements.
Direct and validate detailed quantity take-offs and cost build-ups for labour, equipment, materials, temporary works, subcontractors, indirect costs and project overheads.
Develop and review estimates for bridge and heavy civil scopes, including structural concrete, reinforcing steel, structural steel, foundations, demolition, marine or in-water work, access, staging and temporary works.
Assess construction methodologies, sequencing, logistics, productivity rates and schedule impacts in collaboration with engineering and construction teams.
Lead estimate reviews, pricing meetings and bid closeout activities to ensure that costs, risks, opportunities, assumptions, exclusions and commercial considerations are properly captured.
Obtain, analyze and level quotations from subcontractors, suppliers and equipment providers to support competitive and reliable pricing.
Collaborate with project controls, procurement, commercial, finance, design and construction teams to align estimates with the contracting strategy, cost breakdown structure and project reporting requirements.
Lead value-engineering and constructability reviews to identify cost savings, schedule efficiencies and practical delivery solutions without compromising safety, quality or contractual requirements.
Identify and quantify estimating risks and opportunities and ensure compliance with corporate risk-management, governance and approval procedures.
Prepare and present estimate strategies, key cost drivers, assumptions and recommendations to project leadership, clients and project partners.
Support requests for proposals, requests for quotations, prequalification submissions, tender clarifications and other bid-related communications.
Prepare estimate handover documentation following project award and work with the delivery team to convert the tender estimate into the project budget and cost-control baseline.
Conduct post-bid and post-project reviews, compare estimated costs and productivity with actual performance and maintain estimating benchmarks, historical data and lessons learned. What are we looking for Bachelor’s degree in civil engineering, construction management or a related discipline, or an equivalent combination of education and relevant construction experience.
A minimum of 15 years of progressively responsible estimating experience in major civil infrastructure, including experience leading complex estimates and multidisciplinary estimating teams.
Demonstrated experience working as a Chief Estimator, Estimating Manager or senior estimating lead on large and complex construction projects.
Bridge estimating experience is strongly preferred. Relevant experience with complex structures, transportation infrastructure, marine construction or comparable heavy civil projects will also be considered.
Strong knowledge of bridge and heavy civil construction methods, materials, temporary works, sequencing, productivity requirements and major cost drivers.
Advanced ability to interpret construction drawings, specifications, contracts, schedules and technical documentation and prepare detailed quantity take-offs and cost models.
Proficiency with estimating and take-off software such as HCSS HeavyBid and Bluebeam along with advanced Microsoft Excel skills or experience using comparable platforms.
Strong commercial knowledge with experience evaluating subcontractor and supplier quotations, contractual requirements, escalation, contingency, risk and opportunity.
Excellent leadership, analytical, organizational, communication and negotiation skills with the ability to manage multiple priorities and perform effectively under firm deadlines.
A Professional Engineer designation, Gold Seal certification or another relevant professional credential is considered an asset.
Experience working on joint venture or major public infrastructure projects is also an asset.

Expected Base Salary: $190,000 - $220,000 per year. The actual base salary will depend on several factors including experience, qualifications, internal equity, work location and market expectations.
