Deadline : Aug 27, 2026 The Air Transport Bureau (ATB) carries out activities under the Organization’s Strategic Goals: Security and Facilitation, Economic Development of Air Transport, and Environmental Protection. It is responsible for the provision of expert assistance required by the Assembly, Council, Air Transport Committee (ATC), Committee on Unlawful Interference (UIC), Committee on Joint Support of Air Navigation Services (JSC), Committee on Aviation Environmental Protection (CAEP) and the specialized conference, divisional, panel and working group meetings related to these three Strategic Objectives. The Facilitation (FAL) Section is one of the four Sections of the Aviation Security and Facilitation (ASF) within the Air Transport Bureau (ATB), charged with delivering results in line with ICAO’s Strategic Goal – Aviation Delivers Seamless, Accessible, and Reliable Mobility for All.

Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs)



related to the facilitation of the international air transport system, as set out in Annex 9 — Facilitation, and to support Member States in implementing SARPs. The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its working groups. The Section is equally responsible for activities related to the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, including the development of specifications for Machine Readable Travel Documents (MRTDs), published as Document 9303; the work programme of the Technical Advisory Group on TRIP (TAG/TRIP) and its working groups; and the operation of the ICAO Public Key Directory (PKD).

It provides Secretariat support to the Assembly, the Council and its Committee, particularly the Air Transport Committee (ATC) and the PKD Board. In addition, the FAL Section is responsible for fostering cooperation with other United Nations agencies and international Industry organizations. The incumbent reports directly to the Deputy Director of Aviation Security, Cybersecurity and Facilitation (DD/ASF), from whom s/he seeks advice and guidance on complex technical and managerial issues.

S/he supervises all Skilled and General Service staff of the Section and is responsible for the quality of services delivered by all Section staff. The supervisory role includes providing technical supervision, coaching, and performance evaluations, as well as delegating and distributing tasks and setting their priorities.
