Reporting to the Senior Manager of Human Resources, the Human Resources Advisor is an integral member of Courtenay’s Human Resources team, delivering proactive HR expertise to departments across the organization. The incumbent in this position thrives in overseeing a diverse portfolio and appreciates the significance of organizational and political acumen as a municipal government professional.
The HR Advisor promotes effective working relationships, provides sound guidance on HR matters, and contributes to a service-oriented environment through solid judgment, discretion, and HR knowledge. The role requires the ability to recognize and escalate complex or critical matters to the Senior Manager of Human Resources and to act as a subject matter resource on internal or external projects requiring support from the labour relations team.
The Successful Candidate Will Have:
- Post-secondary degree in Business Administration, Human Resources Management or related discipline; or diploma in Human Resources Management, Labour Relations or related discipline; CPHR designation is an asset.
- Minimum of five years of progressive experience in an HR generalist or advisory role within a unionized environment, preferably in municipal or public sector settings.
- A combination of experience and education in a related field may be considered.
- Comprehensive knowledge of HR and labour relations practices, employment law, and collective agreement administration.
- Some knowledge of job classification systems,
ideally within a unionized setting.
- Experience coordinating employee training, including scheduling sessions, liaising with trainers and participants, and supporting related tracking and follow-up.
- Ability to assess complex, sensitive, or emerging HR issues, exercise sound judgment, and identify matters requiring escalation to senior HR leadership.
- Working knowledge of recruitment, selection, onboarding, and workforce planning practices, including the ability to support fair, consistent, and defensible hiring processes.
- Strong communication, facilitation, negotiation, and conflict resolution skills.
- High level of professionalism, with discretion, tact, diplomacy, and sound judgment in all matters.
- Proficiency in Microsoft Office and HRIS software, with experience in data analysis and reporting.
- Demonstrated ability to build effective relationships with internal and external partners
- High level of confidentiality and professional discretion.
ADDITIONAL REQUIREMENTS
- Satisfactory BC Class 5 driver’s license
- Consent to a Canadian Police Information Check
This is a full-time position; start date to be determined. Salary: $ 98,921 - $ 112,410 (Pay Band 5). The HR Advisor will work primarily in an office setting, collaborating closely with the HR team, City staff, union representatives, and external agencies. This role requires strict confidentiality, professionalism, and adherence to City policies and collective agreements.
