Role Description – Project Manager (Technology & Operations)

The Project Manager is responsible for leading the end-to-end delivery of technology and digital transformation projects for public sector clients. This role oversees project planning, execution, governance, budgeting, risk management, and stakeholder communication to ensure successful delivery within scope, timeline, and budget.

The Project

Manager collaborates with cross-functional technical teams, vendors, and client stakeholders while ensuring compliance with public sector standards related to procurement, privacy, accessibility, security, and governance. The role also supports business development initiatives, project estimations, and maintains strong client relationships through proactive communication and effective project governance.

Qualifications

- Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related discipline.
- PMP (Project Management Professional) certification preferred.




- Additional certifications such as PRINCE2, PMI-ACP, Certified ScrumMaster (CSM), ITIL Foundation, or Prosci Change Management are considered an asset.
- 8–10 years of experience in project management.
- Minimum 5 years of experience delivering technology projects for Canadian public sector organizations (municipal, provincial, federal, healthcare, education, or Crown agencies).
- Proven experience managing technology implementation, cloud, infrastructure, software development, data, AI, cybersecurity, or digital transformation projects.
- Solid understanding of IT infrastructure, cloud platforms, enterprise applications, cybersecurity, networking, and systems integration.
- Experience with Agile, Scrum, Waterfall, and hybrid project delivery methodologies.
- Proficiency with Microsoft Project, Azure DevOps, Jira, Microsoft 365, and project reporting tools.
- Experience managing vendors, subcontractors, and multidisciplinary technical teams.
- Excellent leadership, stakeholder management, communication, organizational, analytical, and problem-solving skills.
- Proven experience managing project budgets, financial controls, and multiple concurrent projects.
- Professional client-facing presence with a high level of integrity, accountability, and professionalism.
- Experience working with Ontario municipal or broader Canadian public sector organizations is preferred.
- Familiarity with ERP, CRM, GIS, enterprise integration, AI, analytics, cloud migration, cybersecurity, and digital government initiatives.
- Knowledge of Ontario public sector governance, procurement processes, privacy legislation (FIPPA/MFIPPA), accessibility standards (AODA), and information security frameworks is highly desirable.
