Office of the Chief Information Officer - Executive Council The Manager, Database Platforms and Production Services is responsible for the leadership, operation, and evolution of the OCIO’s enterprise database platforms supporting critical government applications and services. Reporting to the Director of Enterprise Applications, the Manager will be accountable for ensuring resilient, secure, and scalable database services across the 900 plus Oracle, SQL Server, MySQL, and related databases that underpin core government programs, while leading the team's transition toward cloud-based database services, automation, and contemporary engineering practices.

The Office of the Chief Information Officer (OCIO) is beginning a significant transformation of its enterprise database setting to transition from legacy on-premises infrastructure to cloud-enabled database platforms and operating models. The Manager will play a key role in this transformation, leading a team of experienced database professionals and collaborating with enterprise architecture, security, infrastructure, and application teams to develop and implement database platform roadmaps and execute modernization initiatives.

In addition to the database services mandate, the role also carries accountability for a portfolio of production services activities, including select COTS vendor management and the OCIO’s GitHub platform administration services, delivered through an experienced technical team.

Key Responsibilities

Enterprise Database Services & Modernization

- Design and lead database modernization initiatives, including cloud adoption, ensuring alignment with enterprise technology strategies.
- Lead the team in delivering and supporting Government's enterprise database services across Oracle, SQL Server, MySQL, and related technologies, ensuring services are secure, resilient, and high performing.
- Own the full database service lifecycle, including capacity planning, performance optimization, patching, upgrades, backup and recovery, and incident and problem management, with clear service standards and measurable outcomes.
- Ensure enterprise database services meet established requirements for availability, resiliency, security, disaster recovery,



and business continuity across production and non-production environments.
- Establish and enhance service reliability principles and operational practices.
- Collaborate with enterprise architecture, security, infrastructure, and application teams to develop and implement database platform roadmaps and future-state strategies.
- Manage strategic relationships with vendors, overseeing service performance, support agreements, licensing, procurement activities, and vendor governance while leveraging partnerships to drive innovation and value.

Leadership & Team Development

- Lead and mentor a team of experienced database administrators and technical specialists, fostering a culture of accountability, collaboration, continuous improvement, and professional development.
- Build team capabilities in cloud platforms, database engineering, automation, and modern operational practices while evaluating emerging technologies and industry trends to support scalable and resilient service delivery.
- Support the Director in strategic planning, workforce management, divisional budget oversight, and licensing optimization to improve operational effectiveness and value.

Screening Criteria

1. Degree in Computer Science, Information Technology, Computer Engineering, or related discipline. An equivalent combination of education and experience may be considered.
2. Progressively responsible experience leading support and delivery for Oracle, SQL Server, or similar databases, and/or applications within an enterprise environment.
3. Experience with enterprise database management systems.
4. Experience managing vendor relationships, including contracts, service-level agreements, and licensing.
5. Experience delivering technology modernization initiatives, such as platform transitions, cloud adoption, or service transformation, including planning,



budget oversight, and stakeholder reporting.
6. Experience working in a client-focused delivery environment with multiple stakeholders, translating business priorities into operational plans, service improvements, and technology initiatives.

Assets (Nice-to-Have)

1. Hands-on leadership experience with cloud database platforms.
2. Experience with DevOps, Cl/CD, and Infrastructure-as-Code practices.
3. Relevant certifications (e.g., Oracle OCP/OCI, Azure/AWS database certifications, ITIL).

Assessment Criteria

1. Knowledge of enterprise database technologies, operational practices, performance management, security, resiliency, and lifecycle management.
2. Knowledge of IT service management practices, including incident, problem, and change management, together with modern delivery approaches such as Agile, DevOps, automation, and continuous delivery.
3. Ability to manage enterprise database services, including operational performance, budgeting, licensing, vendor relationships, resource planning, and risk management.
4. Ability to contribute to strategic planning and execution of transformation initiatives, including cloud adoption, while leading technical teams through organizational and technological change and maintaining service reliability.
5. Solid communication and relationship building skills, with the ability to convey complex technical concepts to diverse audiences and build consensus among groups with differing priorities.
6. Ability to lead in complex environments with strong analytical, problem-solving, and decision-making capabilities.
7. Commitment to continuous learning and awareness of emerging technologies and industry trends, with the ability to coach, mentor, and develop high-performing teams.
