Reporting to the Director, Policy, Planning and Performance Measurement, the Senior Manager, Data & Analytics leads TPL’s enterprise data and analytics strategy, governance, services, and infrastructure. The role is responsible for overseeing the data warehouse/Enterprise Data Analytics Platform (EDAP), ensuring its reliability, scalability, and optimization, while developing technology strategies that support business intelligence and advanced analytics.
The Senior
Manager establishes and maintains an enterprise-wide data governance framework, including policies, standards, compliance, risk management, data quality, privacy, and stewardship. This role ensures data is accessible, accurate, secure, and aligned with legislative and organizational requirements. Working closely with business leaders, the Senior Manager enables data-driven decision-making by delivering actionable insights, advancing analytics capabilities, promoting data literacy and training, and ensuring consistent methodologies, information design, and automated reporting across the organization.
The role drives the strategic use of data to identify opportunities, solve operational challenges, and support organizational objectives. DUTIES:
Develops, implements and manages enterprise data and analytics services and assets that meet the needs of the organization
Develops, implements and manages an enterprise data governance framework, and associated policies, stewardship, standards, best practices and processes
Leads the ongoing operation and continuous improvement of the enterprise data platform, including data ingestion (pipelines), automation, and data quality processes
Enhances business intelligence and analytics services with a focus on actionable insights, user experience, and adoption
Supports the evolution of data collection processes towards more standardized and efficient approaches
Effectively communicates policies and services to internal and external stakeholders
Leads the implementation and maintenance of data quality and metadata management
Designs, builds, and maintains the enterprise data architecture and repository
Leads and monitors annual work plan for the unit and contributes to the development of departmental strategic and annual plans
Accountable for the effective management of financial and human resources
Hires new staff, transfers, promotes, approves wage increases and confirms performance evaluations
Disciplines, terminates, participates in grievance procedures and administers collective agreements as required
Ensures training and development of staff to optimize quality of work and service delivery
Represents the Library in appropriate community and professional organizations QUALIFICATIONS
Undergraduate degree in Information Technology, Business Administration or related field, or related field or recognized equivalent
Demonstrated deep subject matter expertise in relevant areas (e.g. data, business intelligence, analytics, data warehousing)
Experience in managing a team of professional and support staff, preferably in the area of responsibility
Self-driven, hands-on and results-oriented to perform in a matrix environment
Solid conceptual and analytical problem-solving skills
Demonstrated strong interpersonal and influencing skills
Exceptional verbal and written communication and presentation skills
Proven ability to quickly grasp industry and business-wide concepts in order to assess implications to drive actions and to capitalize on opportunities
Demonstrated experience in forming effective collaborations and consultations in the context of strategy development and services delivery
Broad understanding of changing priorities, trends, legislative requirements and/or other internal and external emerging issues and their potential impacts on goals, priorities and activities across the organization
Experience in the creation and implementation of enterprise-wide strategies and policies in the information management realm
Demonstrated experience operating and optimizing data and analytics environments to support business intelligence and decision-making
Proven ability to design and implement an enterprise data governance framework
