Job Summary

Reporting to the Manager of Maintenance Management Systems, the Maintenance Planner is responsible for developing, coordinating, and maintaining high-quality maintenance plans in support of proactive maintenance activities for water and wastewater across the Niagara region. The position ensures the accuracy, completeness, and reliability of work order plans and related data within the computerized maintenance management and enterprise asset management systems (CMMS/EAM), contributing to safe, reliable, compliant, and cost-effective service delivery. The role provides hands-on work planning leadership and broader work order management support by developing detailed work order plans, maintaining planning readiness, and supporting standardized work execution through consistent planning practices. In alignment with the Asset Care process, the position aligns technical requirements, material availability, task sequencing, compliance obligations, and safety considerations with operational availability to support effective end to end work order lifecycle stage progression.

Education

- Post-secondary engineering degree or diploma in Mechanical, Electrical, Instrumentation, or a related field of study; or a certificate of qualification (C of Q) as a Millwright, Electrician, or Instrumentation & Controls Technician.
- Formal training or certification in maintenance planning and scheduling, reliability fundamentals, or asset management would be an asset.

Knowledge

- An equivalent combination of education, experience and qualifications may be considered.
- Minimum of 3 years of planning and scheduling experience in utilities, industrial, or municipal maintenance environments, preferably within water and wastewater treatment and linear infrastructure systems.
- Strong working knowledge of CMMS/EAM work management practices, including work request triage, job planning, scheduling, closeout discipline, coding standards, and backlog management.
- Demonstrated ability to scope and develop equipment and other maintenance significant item (MSI) work plans, including task steps, estimated labour hours, capability and competency, materials, tools, support equipment, and planned downtime in support of a right first-time planning deliverable.
- Knowledge of maintenance work planning and control practices and performance measures, including schedule adherence, backlog management, rework, and legislative and regulatory compliance.
- Ability to coordinate with Operations on operational windows of equipment availability (e.g. planned downtime, shutdowns/turnaround, isolations), ensuring planned downtime is maximized for maintenance activities considering long range work horizons.
- Strong communication and facilitation skills to collaborate with key in/external partners (e.g. staff, contractors, regulators etc.) to resolve constraints and improve backlog readiness for long-range planning.




- Professional designations such as Maintenance Management Professional (MMP), Asset Management Professional (AMP), Project Management Professional (PMP), or equivalent are considered assets.

Responsibilities

Care Plan Development - Ensures maintenance work is effectively planned, standardized, and ready for execution. (70% of time)

- Develops and maintains high-quality work order plans to support efficient scheduling and effective maintenance execution through improved work readiness, standardization, and compliance.
- Reviews work requests and preventive maintenance plans for completeness, scope clarity, priority, due dates, and acceptance criteria; collaborates with requesters, approvers, and maintainers to clarify requirements where needed.
- Provides training, coaching, and guidance to support standardized work request practices and ensure required information is provided to enable effective planning and analysis (e.g., observed symptoms, potential root causes, desired outcomes, prioritization codes, order types, and identified hazards).
- Sequences planning activities by prioritizing work orders based on equipment criticality, work type, and priority level, to ensure effort is focused on the highest-value and highest-risk work.
- Develops detailed plans (work requests and preventative maintenance [PM]) that include logical task sequencing, labour duration estimates, skill requirements, tools and special equipment, materials, and contractor support considerations, while accounting for applicable regulatory and compliance obligations.
- Ensures plans incorporate safety and compliance requirements in accordance with applicable legislation, standards, and codes (e.g., CSA standards, Ontario Occupational Health and Safety Act, TSSA, and other relevant regulations).
- Standardizes, maintains, and improves job plan templates and repeatable plans to enhance planning quality, improve consistency, and reduce variability across similar asset types.
- Identifies recurring planning and work readiness constraints that affect schedule adherence or execution efficiency and contributes to continuous improvement initiatives in collaboration with Maintenance, Operations, Reliability, and other partners.
- Manages the planning backlog by maintaining work readiness, identifying abnormal conditions that impede effective planning or work control, and escalating issues when systemic or cross-functional intervention is required.

Coordinates the availability and readiness of all materials, tools and specialized equipment to enable efficient execution of work. (10% of time)

- Coordinates material readiness with stores/materials functions, including kitting and staging and supports decision making related to stock and nonstock planning.
- Aligns care plan material requirements with preventive maintenance (PM) plans to ensure all necessary materials are identified and listed.
- Communicates original equipment manufacturer (OEM) specified materials and components to support proper stock and non-stock decision making.

Supports maintenance scheduling and execution activities. (10% of time)

- Participates in regular Asset Care meetings to support schedule coordination, confirm execution readiness, and assist with aligning maintenance work to operational availability.
- Provides CMMS/EAM user support related to schedule execution, including guidance on work order status progression, labour and time confirmations, material issues, and work order close out requirements.
- Supports execution data quality by reinforcing standardized CMMS/EAM practices and ensuring accurate, timely, and complete work order execution data.




- Ensures execution-related CMMS/EAM data adheres to data governance standards to maintain system integrity and reliable reporting and supports accurate materials availability information in coordination with site inventory practices.

Supports performance reporting, data integrity, and continuous improvement of maintenance planning and work management practices. (10% of Time)

- Develops and publishes routine work planning & execution performance reports, including key planning and readiness indicators, and maintains master KPI tables used to support planning performance monitoring.
- Maintains high-quality CMMS/EAM work order documentation, including required planning fields, job plan references, permits and constraints, and defined completion criteria to support effective work control, reporting, and lifecycle cost analysis.
- Identifies recurring work planning and control issues (e.g., work readiness gaps, inconsistent planning data, or plan quality deficiencies) and provides input and recommendations to the Maintenance Management Systems team to support continuous improvement.
- Reinforces standardized work planning documentation and data quality expectations to support consistent work control and reliable performance reporting.

Performs other related duties and responsibilities as assigned or required.
