Reporting to the Executive Director , the Director of Services provides strategic and operational leadership for child and family services programs, ensuring high-quality, culturally responsive services that promote the safety, well-being, and permanency of children, youth, and families. The position is responsible for overseeing supervisors and program operations, ensuring legislative compliance, service excellence, and alignment with the Agency’s mission, vision, and strategic priorities.

Key Responsibilities

- Provide leadership, supervision, and support to Unit Supervisors and other direct reports.
- Ensure service delivery, case management practices, and program outcomes meet legislative, regulatory, cultural and Agency standards.
- Monitor compliance with applicable child welfare legislation and implement policy, procedural, and practice improvements.
- Review and approve key case management and court‑related documents, including case plans, transfers, Agreements with Young Adults (AYA)/PMSS, Permanent Orders, critical incident reports, and social histories.
- Participate in audits, reviews, quality assurance activities, and continuous improvement initiatives.
- Maintain accurate reporting and data integrity within CFSIS and FACTS and prepare operational reports and statistics as required.
- Build and maintain team-oriented relationships with internal departments, community leadership, partner agencies, and external stakeholders.




- Address service concerns and complaints, support community engagement, and represent the Agency on committees and working groups.
- Contribute to strategic and operational planning and serve as Acting Executive Director when designated.

This position operates within a large, fast‑paced child welfare organization and requires access to highly sensitive and confidential information. The incumbent must maintain a satisfactory Criminal Record with Vulnerable Sector, Child Abuse Registry, and Prior Contact checks. Regular travel, including overnight stays and travel to remote communities by train or small aircraft, is required.

Qualifications

- Bachelor or Master of Social Work (BSW/MSW).
- Minimum five years of progressive child welfare experience, including supervisory or management responsibilities.
- Extensive knowledge of federal and provincial child welfare legislation, standards, and best practices.
- Strong leadership, organizational, problem‑solving, and decision‑making skills.
- Excellent written, verbal, and interpersonal communication abilities.
- Proficiency with Microsoft Office applications.
- Valid driver’s licence and willingness to travel.
- Demonstrated understanding of Indigenous cultures, traditions, and community‑based service approaches.
- Knowledge of northern Manitoba communities is preferred; ability to speak Cree or Dene is an asset.
