Job Description

On behalf of our public sector client, Affinity is seeking a Business Analyst, Technology Services. The consultant will support Technology Services Transformation initiatives by providing business analysis for Windows 11, M365, endpoint management, identity, collaboration, security, infrastructure, and operational readiness workstreams.

The role will focus on requirements elicitation, process mapping, current‑state and future‑state analysis, stakeholder analysis, user journeys, service design, decision support, testing support, change readiness, and traceability from business need through implementation and sustainment.

Responsibilities

- Through exceptional Excel and Power BI analysis and data normalization skills, generate accurate lists of user and computer objects to be targeted by various clean‑up and remediation activities as well as comms activities.
- Document existing manual matrixed workflows and related RACIs as inputs into workflow improvements, eventual automation in ServiceNow, and training plans.
- Facilitate workshops, interviews, and working sessions with technical teams, service owners, business stakeholders, cybersecurity, Information Management, service desk, operational teams, and vendors.
- Elicit, analyze, document, and validate business, technical, operational, security, reporting, compliance, and user experience requirements.
- Develop current‑state and future‑state process maps for device lifecycle, endpoint support, M365 service requests, identity/access workflows, collaboration governance, migration activities, and operational support processes.
- Translate requirements into user stories, acceptance criteria, business rules, process requirements, test scenarios, implementation documentation, and decision records.
- Support backlog refinement, sprint/release planning, prioritization, dependency tracking, scope clarification, and issue resolution across Windows 11, M365, Intune, Entra ID, and related workstreams.
- Document user journeys for device provisioning,



Windows 11 onboarding, M365 collaboration, access requests, support interactions, exception handling, migration impacts, and service transitions.
- Develop and maintain RAID logs, decision records, requirements traceability, stakeholder maps, RACI matrices, readiness checklists, operational acceptance criteria, and implementation support artifacts.
- Support pilot planning, feedback capture, UAT coordination, defect triage, acceptance validation, rollout readiness assessments, and post‑implementation review activities.
- Identify process gaps, inefficiencies, unclear ownership, user friction, support risks, change impacts, and operational readiness gaps; recommend practical improvements.
- Support development of communications, training materials, knowledge articles, support guides, FAQs, adoption materials, and service transition content.
- Work closely with solution designers, endpoint engineers, identity engineers, M365 operational teams, infrastructure teams, cybersecurity, service desk, and project leadership to ensure requirements are clear, testable, and aligned to outcomes.
- Support transition‑to‑operations by documenting sustainment processes, support handoffs, operational roles, reporting needs, escalation paths, and post‑implementation improvement items.

Qualifications

- Minimum of 10 years’ experience as a Business Analyst, preferably in a complex business environment.
- Degree in engineering, computer science, or business with a technology focus, plus considerable related experience, or an equivalent combination of training and experience.




- Certificate as a Business Analyst Professional (e.g. CBAP/IIBA) is an asset.
- Strong experience supporting Modern Workplace, M365, endpoint, or identity initiatives, with strong Excel and Power BI data analysis skills, is required.
- Understanding of methodologies and frameworks such as ITSM, SDLC, ITIL, change, quality, and Agile and waterfall is an asset.
- Experience with both on‑premise and cloud‑hosted solutions is an asset.
- Experience working in a rapidly evolving environment with matrix leadership is an asset.
- Knowledge of business analysis methods, requirements traceability, and effort estimation related to the work performed.
- Knowledge of industry best practices and prescribed methodologies for business analysis.
- Knowledge of ITIL and ITSM related standards and practices, including ServiceNow workflow concepts.
- Knowledge of and experience in the design and deployment of public safety systems.
- Strong Excel and Power BI data analysis and data normalization skills.
- Knowledge of MS Visio, Teams, PowerPoint, and SharePoint.
- Ability to respond to shifting priorities, demands, and timelines.
- Ability to plan, organize, and manage project activities and to determine, prioritize, and execute work.
- Ability to anticipate, investigate, research, and analyze challenging and unique problems, and to resolve or elevate issues in a timely fashion.
- Ability to work effectively and elicit cooperation with a variety of internal and external contacts.
- Ability to communicate effectively orally and in writing and to prepare clear, concise, and complete reports.
- Ability to prepare and maintain a variety of records and documentation related to the work.
