PROJECT MANAGER - Defence Capital Projects & Facility Development Reports To : President Compensation: $98.4K/yr - $147K/yr + bonus Employment Type: Full-Time, Permanent Location: Ingersoll, Ontario, Canada *MUST be a Canadian Citizen Position Summary: Lead complex capital programs and major facility development initiatives, managing projects from pre-award tendering and proposal development through to post-award delivery and closeout. You will support programs operating within a highly regulated manufacturing environment, including work associated with DND and DoD contracts, ensuring full compliance with technical, quality, and security standards. In this position, you will be primarily responsible for guiding multidisciplinary project teams, coordinating internal and external stakeholders, and ensuring all deliverables align with contractual, regulatory, and operational goals. You will also play a key leadership role in developing and mentoring a high-performing team of project coordinators, engineers, planners, and support staff while driving continuous improvement across all phases of project execution. Key Responsibilities: Leading the full project lifecycle , from pre-award tendering and technical proposal development through to contract mobilization, execution, and closeout Managing tenders, RFPs, and technical proposals for large capital and facility construction projects, ensuring compliance with contractual, regulatory, and company governance requirements Overseeing capital project and facility development activities, including building modifications, infrastructure upgrades, equipment installation,



and commissioning Directing multidisciplinary teams across engineering, procurement, quality, and administration functions to achieve project goals Developing and managing detailed project budgets, schedules, risk registers, and earned value metrics Serving as the primary customer interface for DND, DoD, and prime contractors regarding project performance and issue resolution Ensuring adherence to applicable quality, security, and regulatory requirements , including CGP, ITAR/EAR, and ISO/AS9100, where applicable Driving operational excellence and fostering a culture of accountability, collaboration, and continuous improvement Qualifications: Be a Canadian citizen Bachelor’s degree in engineering or related technical discipline 7+ years of progressive experience as a Project Manager leading large-scale capital projects and facility construction or development initiatives within an industrial or manufacturing environment Valid drivers license & reliable vehicle for travel to various project & vendor locations Understanding of complex contract structures, including Firm Fixed Price and cost-based models; defence contract experience (e.G., DND/DoD)



considered an asset Demonstrated experience leading multidisciplinary project teams and managing both pre-award and post-award project phases Proven ability to lead large-scale CAPEX programs involving facility development, infrastructure upgrades, equipment installation, and commissioning Solid knowledge of industrial security and regulatory frameworks within controlled or highly regulated environments; defence-specific standards such as ITAR/EAR and ISO/AS9100 considered assets Expertise in project planning, budgeting, scheduling, and risk management Proficiency with MS Project, ERP systems, and project performance tools Excellent communication, leadership, and stakeholder management skills Commitment to continuous improvement and operational excellence Advanced degree and/or PMP certification or equivalent project management credential (assets) As the ideal candidate you are a strategic and hands-on leader who thrives in complex, high-stakes environments.
