This is a senior technical portfolio leadership role capable of owning a large, multi‑year modernization program, including a few major migrations, and working across all LOBs, IT, Infrastructure, and Vendors. This role oversees the coordination of multiple technology projects and ensures they align with FSRA’s business goals, architecture standards, and delivery timelines. This role requires a deep understanding of cloud architecture, integrations, data migration, security, and environment management. The Senior Manager, Technology Portfolio & Modernization role helps translate strategy into action ensuring that the right work gets done, at the right time, with measurable value delivered.Key Responsibilities Strategic AlignmentOversees a portfolio of technology initiatives, providing structure, coordination, and visibility across teams and explicit ownership of transformation outcomes, delivery across modernization projectsWorks with Product Owners, Architects, and Project Managers to align technology delivery with business priorities ensuring IT initiatives align with FSRA’s business objectives and long-term growth.Develops and maintains integrated plans, tracking dependencies, milestones, and risks across multiple workstreams; makes decisions, removes blockers, escalates risk,



governs scope,Evaluates new project opportunities, prioritizing initiatives based on strategic value, risk, and resource requirements.Oversees involved vendors, negotiate delivery, and hold them accountable.LeadershipProvides guidance and support to senior project manager and teams, fostering a culture of collaboration, innovation, and continuous improvement.Leads portfolio governance; ensuring initiatives meet defined outcomes, quality standards, and compliance expectations.Supports intake and prioritization of new projects, helping leadership make informed decisions based on value and readiness.Promotes collaboration, continuous improvement, and transparency across teams using Agile and DevOps practices.Facilitate resolution across Business, IT, Infra, Data, and VendorsPerformance Monitoring and ReportingMonitors resourcing, and capacity planning for active initiatives.Maintains consolidated reporting and dashboards to communicate progress, risks, and impacts to senior leadership.Generates regular reports on portfolio health, progress, and value realization for executive review.Defines and tracks key performance indicators (KPIs).Proactively identifies, assesses and manages risks and issues across the technology projects, developing mitigation strategies.Stakeholder Communication & ManagementActs as a primary liaison between technology teams, business stakeholders, and senior leadership.Coordinates with vendors and delivery partners to ensure deliverables meet technical expectations.Contributes to developing and improving FSRA’s enterprise delivery framework and standards.Qualifications Education and ExperiencePostsecondary degree in Information Technology, Computer Science, Business Administration, or a related discipline.10 years of experience managing complex technology portfolios or programs in enterprise or regulatory settings.Experience leading multi-year enterprise modernization,



ideally cloud-basedD365 and Azure ecosystem modernization experienceCertifications such as PMP, PgMP or SAFeKnowledge And SkillsDemonstrated knowledge of project management, to define and provide project leadership andKnowledge of human resources policies, principles and best practices to provide direction and leadership to project team.Solid understanding of Microsoft Dynamics 365, Azure, and Office 365 environments, including how they work together in large organizations.Strong understanding of IT project management theory, principles, techniques and applications, and proficiency in IT portfolio and project management tools including planning, scheduling, and risk mitigation with experience coordinating multiple projects, vendors, and teams using Azure DevOps, Power BI, or similar tools.Strong negotiation, influence, and executive communication.Sound leadership and strategic thinking abilities.Strong analytical, decision-making, and problem-solving skills, with high attention to detail.Expertise in financial analysis, budgeting, and cost management.Excellent verbal and written communication and relationship management skills to build trust and influence stakeholders at all levels. Demonstrated proficiency in developing successful relationships where formal authority may not exist.Demonstrated ability to navigate between technical and business audiences with ease; the ability to influence stakeholders at all organizational levels.Proven service-focused technology leadership to translate and communicate strategic direction and lead (project) team to achieve organizational goals.Proven ability to manage competing priorities and provide structured oversight in a fast‑paced environment.Familiarity with Agile and hybrid delivery methods.Please note that this replacement position will close at 12AM on the closing date.Salary Range – $106,462 – $156,462 (Range will be determined based on the successful candidate's skills, experience and qualifications).Employment Type RegularScheduled Weekly Hours 36.25FSRA is committed to ensuring equity in employment.
