IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.Position SummaryReporting to the VP, Procurement Operations & Contract Administration, the Director, Procurement Operations will oversee the execution of procurement processes and procedures and support internal stakeholders with an emphasis on resolving complex problems.What You Will DoManage, oversee, and be accountable for the Procurement Operations team while being responsible for Procurement programs, tools, data, systems, reporting, and processes, with emphasis on enterprise risk identification and mitigation, and act as the lead operational interface with IO’s PMO, Corporate Finance, Strategy, Risk and Internal Audit functionsAbility to act as key liaison between Procurement and the Data & Analytics teamLead and oversee departmental operational matters with high emphasis on reporting, audit response, and enterprise risk identification and mitigation.The ability to translate procurement reporting needs into reality in partnership with the Data & Analytics and Corporate reporting teamsOversee matters related to departmental talent and resource management, in support of and in collaboration with Procurement Directors (Execution) and the Vice Presidents, ProcurementBe a key contributor to development of staff at IO, rooted in IO’s value proposition, leadership development framework, and employee value proposition.Partner with senior leadership on workforce planning activities to maximize staff productivity by monitoring staff utilization and overall balance of workload, aligning with individual competencies and development plans.Assist with the development of education for procurement staff by contributing to education curricula and providing training as needed.Continuously assess value-add services for procurement, making recommendations for improvements.Monitor and analyze current trends and developments within the public and private sectors,



identify best practices that could be applicable to IO and develop recommendations for improvement.Implement and champion continuous improvement initiatives within the procurement department and internal and internal stakeholders.What We Are Looking ForThe successful candidate will have many years of experience in a similar roleUniversity degree business administration, commerce, or a relevant discipline an asset. Work experience equivalents will be considered.Data governance, data science and/or data management certification or similar is an asset, but not requiredDemonstrable knowledge of procurement, either in execution of procurement processes or procurement analytics – but a supervisory operations role in a back-office function will be considered for equivalency.Candidate must have some experience in management strategic support, including outward-facing communications and change management. Preferably in the implementation of best practices in data governance and/or procurement and preferably in the context of the public sector.Demonstrated experience in supporting the development of effective operational policies and procedures, including use of analytics to support corporate reporting and vendor performance management.
