MANAGER, PROGRAMS AND PARTNERSHIPS DEVELOPMENT
Salary: $107,116 to $129,631

Role Overview
Reporting to the Vice-President, Programs and Partnerships, the Manager, Programs and Partnerships Development supports CICan’s strategic growth and positioning through the development of domestic and international programs, partnerships, and revenue-generating opportunities aligned with CICan’s Roadmap to 2030 and the renewed Programs & Partnerships platform strategy. The Manager identifies, assesses, and advances strategic business development opportunities that mobilize the expertise of CICan members to support Canada’s workforce development, innovation, reconciliation, productivity, and international engagement priorities. Working closely with the Directors of Domestic and International Programs, the Manager contributes to the development of large-scale programs and coordinated system-level initiatives that position CICan as a national platform for workforce development, economic partnerships, and innovation, and provides strategic leadership in the identification and development of funding opportunities, strategic partnerships, market access and export support services, international engagement initiatives, member-led consortia, sector-based partnerships, national workforce development initiatives, and new revenue-generating models aligned with CICan’s platform-based approach. The Manager evaluates opportunities for alignment with organizational priorities, assesses capacity, identifies resource requirements, and makes go/no-go recommendations to the Vice-President.

Key Responsibilities

Lead strategic partnership and business development activities that support CICan’s growth objectives and Programs & Partnerships priorities.

Conduct market intelligence, environmental scanning, and opportunity assessments to identify domestic and international funding, partnership, and revenue‑generation opportunities.

Cultivate and maintain strategic relationships with governments, industry associations, foundations, Indigenous organizations, international partners, funding agencies, and member institutions.

Lead or coordinate the development of strategic proposals, concept notes, funding applications, partnership frameworks, and current business opportunities; ensure proposals and initiatives align with CICan’s strategic priorities, operational capacity, member strengths,



and desired system-level outcomes.

Support the development and implementation of scalable programs and coordinated initiatives that leverage member expertise and address national priorities.

Support the delivery of international engagement activities, market access initiatives, export support services, and targeted missions that create opportunities for member institutions.

Advance member-led consortia, national initiatives, and strategic convening platforms, including sector-based partnerships and workforce development initiatives such as the College Defence Training & Innovation Network.

Foster effective collaboration and knowledge sharing among member institutions to increase participation in CICan-sponsored activities.

Supervise, mentor, and support a team of Senior Partnership Development Officers; assess resource requirements for new opportunities and initiatives, including financial, human, and operational considerations; monitor progress against annual work plans and ensure achievement of established performance objectives and expected results.

Represent CICan with senior stakeholders, partners, and funding organizations; contribute to strategic planning, organizational positioning, policy development, and revenue diversification efforts; collaborate with teams across CICan to ensure integrated and coordinated approaches to program delivery and stakeholder engagement; support the evolution of CICan’s platform-based approach to programs and partnerships and contribute to the achievement of organizational goals and objectives.

Minimum Requirements

Graduate from a Canadian post‑secondary institution or its equivalent.

Minimum 5 years relevant experience in strategic partnership development, business development, program development, international engagement, or complex stakeholder environments.

Proven experience in proposal development, partnership building, and strategic initiative development involving multiple stakeholders.

Extensive program planning,



management, budget development, and control experience; international program/project management experience using logic‑model approaches.

Experience in domestic and/or international program development, funding environments, and partnership ecosystems.

Experience engaging with governments, industry, international organizations, or multilateral partners.

Experience preparing concept papers, proposal development, narrative and financial reports using current GAC and other development partners’ requirements.

Staff supervision and team leadership experience.

Experience in strategic international partnership development, targeted missions, government‑to‑government engagement, or export-oriented initiatives is considered highly valuable.

Knowledge

The Canadian college and institute system, including institutional priorities, capabilities, innovation, and workforce development roles.

Strong understanding of international business development, market dynamics, economic partnerships, and trade-related engagement approaches.

Ability to interact with senior officials of member institutions and other agencies, including government, financial institutions, and the private sector, and to design and deliver impactful presentations.

Familiarity with Canada’s trade diversification and international economic priorities.

Familiarity with multilateral organizations, development banks, or international funding environments.

Language
Bilingual – English and French mandatory.

Compensation
$107,116 to $129,631.

Working Conditions

Hybrid work environment with weekly presence required in the office.

Ability to travel within Canada and abroad.
