Senior Proposal Manager
Aecon Civil is a recognized leader in the market, backed by strong self‑perform capabilities and deep local expertise. The Senior Proposal Manager leads the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and other required content such as Market Sounding responses and Expressions of Interest (EOIs) for major project pursuits identified by Aecon’s executive team.
Responsibilities
Lead day‑to‑day management and oversight of Aecon’s formal submissions in response to RFQs, RFPs, EOIs, and Market Soundings
Lead major proposal pursuits where Aecon is the lead partner in a joint venture (JV) partnership
Provide direct leadership to Proposal Managers and Coordinators, including coaching and skill development
Maintain and develop proposal standards, tools, and best practices to ensure consistency
Review proposal performance metrics, win/loss outcomes, and trend analysis to inform continuous improvement and decision‑making
Act as an escalation point for significant execution, resourcing, or quality issues, driving resolution at the leadership level
Manage Aecon submission responses when an Aecon JV partner is the pursuit lead
Schedule and lead proposal/bid meetings
Manage and coordinate input from other partners and internal stakeholders
Oversee and manage documents throughout the proposal/bid process
Provide regular proposal/bid pursuit status reports
Manage assigned project pursuit schedules and ensure adequate resources are assigned
Manage Proposal Coordinators and Managers as appropriate
Help train, mentor, and develop proposal team members
Prepare presentations, executive summaries, and reports as needed
Package and deliver final proposal/bid submissions on time
Travel as required to work with JV partners to develop and close submissions
Coordinate with Aecon’s internal graphic design team to develop critical proposal material, including:
JV logos, identity guidelines and overall graphical imagery of the proposal/bid submissions
Review and develop a detailed understanding of client proposal/bid requirements
Develop proposal/bid calendars and responsibility matrices
Prepare, write, edit, and format proposal sections, resumes, and project sheets
Support additional content development, including with corporate Subject Matter Experts and site personnel
Track and ensure timely provision of deliverables required from internal and external partners
Perform compliance checks on all submittal documents
Organize and run team reviews on behalf of the project team
Attend pre‑bid meetings and post‑bid debrief meetings and summarize results and lessons learned as required
Oversee proposal close‑out process and documentation of lessons learned
Operate in a deadline‑driven environment
Time allocation for this position is approximately 70% reading/writing/editing/formatting and 30% organizational related activities

Qualifications
Bachelor’s degree or equivalent professional experience
More than 5 years of experience in proposal management on major projects in the Construction Sector
An excellent leader with the ability to drive performance and provide constructive feedback to team members
Strong knowledge of and experience with major project development and procurement processes
Excellent comprehension of content management and development practices
Ability to gather, synthesize, and effectively present technical information for a range of audiences
Strong judgement and a proactive problem solver
Experience working in a fast‑paced and performance driven setting
Demonstrated leadership and accountability with solid interpersonal skills
Advanced communication skills (Oral and Written)
Proficiency in MS Office (Word, PowerPoint, Excel, Outlook, SharePoint)
Proficiency in Adobe InDesign an asset
Ability to work collaboratively and effectively in teams
Excellent time management skills with the ability to plan, manage, and prioritize multiple assignments and tasks
A proactive attitude and strong analytical & problem‑solving skills
Travel to different job sites/locations required
Valid Driver's License

Compensation
Pay Range: $120,000–$145,000
