Position Summary
The Health and Safety Manager (HSM) acts collaboratively with all RainCity Housing programs, leading and promoting health, safety, and wellness initiatives in alignment with the organization’s mission, values, legislative standards, and collective agreement provisions. Reporting to the Director of HR Consulting, the HSM serves as a subject‑matter expert and strategic resource, providing consultation, guidance, and support on health, safety, and wellness issues to senior leadership and front‑line employees. The HSM manages the organization’s health and safety program, violence prevention program, and oversees the wellness and leave portfolio. This position promotes a culture of safety to eliminate occupational injuries and illness, trains managers and staff, leads inspections and audits, and provides direct supervision and mentorship to the Wellness and Leave Coordinator.

Position Type: Permanent Full‑Time, 1.0 FTE
Hours: 80 hours bi‑weekly
Hourly Range: $90,000 – $100,000 annually
Schedule: Monday – Friday, 8:30 am – 5:00 pm with a 30‑minute unpaid break
Start Date: As soon as possible
Qualifications
A post‑secondary education in Occupational Health and Safety
Minimum five years of occupational health and safety experience, preferably in a large, complex social services organization; professional accreditation (CRSP, CSP, CIH, or ROH) or the ability to achieve these accreditations is desirable
Previous supervisory or team leadership experience, with an ability to motivate and develop a team through mentorship and coaching
Advanced knowledge of applicable health and safety legislation
Class 5 driver’s license and own vehicle
Excellent computer skills in MS Office
Ability to understand, communicate, and support the mission and values of RainCity Housing, including models of Housing First and Harm Reduction
Non‑profit experience preferred
An equivalent combination of education, training, and experience will be considered
Position Accountabilities
Program Leadership – Develop, implement, and manage occupational health & safety initiatives and procedures in consultation with HR Director and Operations to meet regulatory obligations and enhance safety for staff, clients, visitors, and contractors at all sites
Team Supervision – Provide direct supervision, leadership, and coaching to the Wellness and Leave Coordinator
Advisory Role – Provide strategic guidance and data analysis to senior leadership and operations managers on laws, regulations, standards, and policies for compliance with Occupational Health & Safety Regulation, Workers Compensation Act, and collective agreements
Equity, Diversity & Inclusion – Approaches health and safety with anti‑discrimination knowledge and a trauma‑informed lens to support equity‑seeking groups
Mentorship – Guide team members, safety committee members, first aid attendants, and employees in the implementation of health and safety initiatives, policies, and practices
Committee Oversight – Implement, monitor, and maintain functioning Joint Occupational Health and Safety Committees at each worksite
Regulatory Management – Act as representative with WorkSafeBC Prevention Officers and respond to inquiries and inspection reports in consultation with management
Violence Prevention – Implement, monitor, and maintain the violence prevention program; oversee Violence Risk Assessments, training, and Critical Incident Reports
Safety Management – Conduct inspections, assessments, audits, and ensure timely incident reporting, investigations, and risk assessments
Data & Reporting – Collect health and safety data through reports, site visits, and audits; monitor and report on key performance indicators and recommendations to senior leadership
Training – Develop and coordinate organizational health and safety training for staff and managers; identify and leverage external training resources, including programs offered through the Community Social Services Health and Safety Association (CSSHSA)
External Relations – Cultivate positive relations with regulators and external agencies to achieve safety goals and promote health and safety

Working Conditions
Corporate office environment as well as program‑specific environments as needed
Permanent, full‑time, salaried position; expected hours 8 hours/day, 5 days/week; may work periods of overtime as required
