Job Summary
Do you enjoy leading complex pursuits from strategy to submission—aligning multidisciplinary teams and transforming complex ideas into winning, bankable solutions? Equans is seeking a P3 Bid Director to lead the end‑to‑end development of complex P3 and major infrastructure bids. This senior, strategic role has full ownership and oversight of high‑value pursuits, including bid strategy, governance, content development, risk management, and negotiations. The role works closely with executive leadership, legal advisors, financial and technical teams, and consortium partners to deliver compliant, competitive, and differentiated submissions.
Responsibilities
Lead and govern the end‑to‑end bid process for P3 and complex infrastructure projects, ensuring disciplined execution, risk identification and mitigation, and resolution of multi‑layered technical and commercial challenges
Develop and drive overall bid strategy, interpreting complex RFP requirements and positioning Equans competitively in collaboration with technical, commercial, financial, legal, and operations teams
Plan and manage all bid activities, including kick‑off meetings, detailed schedules, resource planning, partner coordination, and executive approvals for large, multidisciplinary pursuits
Oversee the development of complex proposal volumes, ensuring alignment with P3 frameworks, contractual requirements, client evaluation criteria, and Equans’ capabilities and differentiators
Write, edit, and review technical and non‑technical content to ensure clarity, consistency, accuracy, and persuasive impact across all submission materials
Lead the development of executive summaries, value‑for‑money narratives, risk and prospect strategies, and key differentiators tailored to P3 and major infrastructure procurements
Ensure full compliance with RFP requirements, evaluation criteria, branding, quality standards, and internal governance processes
Support and, where required, lead commercial and contractual negotiations in collaboration with legal and executive teams
Conduct structured post‑bid reviews, capture lessons learned, and continuously improve bid tools, templates, processes, and methodologies
Maintain and enhance a library of P3‑specific materials, including templates, case studies, methodologies, and reusable content
Collaborate closely with business development, legal, finance, engineering, asset management, operations teams, and consortium partners to ensure accuracy, consistency, and bid integrity
Monitor market trends, procurement models, and competitor positioning to strengthen Equans’ bid strategies and market competitiveness
Requirements / Qualifications
Authorized to work in Canada
Ability to pass all background checks and security screenings
5+ years of proven experience leading complex bids, including P3, DB, DBF, DBFM, or large‑scale infrastructure pursuits
Experience in infrastructure, facilities management, engineering, or similar technical environments
Strong knowledge of P3 procurement structures, contractual frameworks, and performance‑based delivery models
Ability to interpret technical documentation, drawings, schedules, and performance‑based requirements
Advanced writing, editing, and review skills, with a consistent track record of producing high‑quality, compliant submissions
Skills
Postsecondary degree or diploma in business, engineering, infrastructure, marketing, or a related discipline
Understanding of public‑sector procurement processes and major infrastructure delivery models
Exceptional organizational and project‑management skills, with the ability to manage complex pursuits under tight deadlines
Strong leadership presence with the ability to coordinate cross‑functional teams and multi‑partner consortiums
Excellent written and verbal communication skills with a high attention to detail
Commercial judgment and risk awareness, with experience supporting or leading bid negotiations
High proficiency in Microsoft Office; experience with Adobe Creative Cloud, InDesign, and bid‑management platforms considered an asset
Comfortable working independently while collaborating across departments, partners, and geographies
Experience with CRM systems and bid‑management tools preferred

Pay range: $110,000.00 – $150,000.00 per year
