Matrix HR is recruiting on behalf of a leading North American Energy and Utilities client for an experienced Senior Procurement Specialist (Buyer) to support major natural gas pipeline infrastructure projects.
This role is responsible for leading the full procurement lifecycle for critical pipeline materials, including strategic sourcing, supplier negotiations, commercial evaluations, purchase order management, and supplier relationship management.
Working closely with Engineering, Project Management, Construction, Operations, and Supply Chain teams, you will ensure materials are procured efficiently, cost-effectively, and delivered in alignment with project schedules and technical requirements.
The ideal candidate will have strong SAP procurement experience, established supplier relationships within the pipeline materials market, and the ability to translate technical requirements into effective procurement strategies.
Procurement & Strategic Sourcing
Lead end-to-end procurement activities for pipeline infrastructure materials, including:
Line pipe
Valves
Fittings
Flanges
Pipeline components
Related mechanical materials
Develop and execute procurement strategies aligned with project schedules and business objectives.
Prepare and manage RFIs, RFQs, and RFPs.
Evaluate supplier proposals from technical and commercial perspectives.
Coordinate technical reviews with Engineering and Project teams.
Negotiate pricing, commercial terms, delivery schedules, contractual obligations, and risk allocation.
Award and manage purchase orders while monitoring supplier performance.
Commercial Procurement & Supplier Management
Conduct commercial bid evaluations, cost analysis,
and supplier comparisons.
Identify cost‑saving opportunities while maintaining quality, technical requirements, and project timelines.
Provide sourcing recommendations supported by market intelligence.
Develop and maintain supplier relationships, monitor performance, and resolve commercial issues.
Evaluate supplier capabilities, capacity, lead times, and market conditions.
SAP & Procurement Management
Create and manage purchase orders within SAP throughout the procurement lifecycle.
Maintain accurate procurement documentation, supplier records, and commercial terms.
Manage purchase order changes, discrepancies, and supplier compliance.
Support procurement reporting, analysis, and project requirements through SAP.
Engineering & Project Collaboration
Partner with Engineering, Construction, Operations, and Project Management teams to:
Review BOMs, drawings, and technical specifications.
Align procurement strategies with project milestones.
Provide commercial insight on supplier capabilities, pricing trends, lead times, and material availability.
Reporting & Risk Management
Monitor supply chain risks and develop mitigation strategies.
Prepare procurement reporting, including spend analysis, supplier performance metrics, market intelligence, forecasts, and savings initiatives.
Provide procurement recommendations to leadership and project stakeholders.
Qualifications
Required
5–10 years of progressive procurement experience managing the full procurement lifecycle.
Experience sourcing pipeline materials such as line pipe, valves, fittings, flanges, or comparable mechanical commodities.
Proven experience with RFx processes, supplier negotiations, commercial evaluations, and purchase order management.
Advanced SAP experience in a Buyer, Procurement Specialist, or similar role.
Ability to interpret BOMs, technical specifications, drawings, and project requirements.
Established supplier relationships within pipeline, energy, utilities, oil and gas, or industrial markets.
Strong negotiation, analytical, organizational, and stakeholder management skills.
Degree in Supply Chain Management, Business, Engineering, Commerce, or related discipline, or equivalent experience.
Preferred
Experience supporting pipeline construction, integrity, maintenance, or capital projects.
Background within energy, utilities, oil and gas, EPC, or heavy industrial environments.
Experience with procurement reporting, supplier performance management, and cost‑saving initiatives.
