Join our team as a Building Safety Code Officer II and play a vital role in ensuring safe, vibrant, and well‑built communities across Edmonton. This role offers a dynamic mix of technical plans examination and hands‑on site inspections to uphold the highest safety standards for residential and commercial spaces.

As a Building Safety Code Officer II, you will administer provincial safety code authority duties, auditing building applications and site developments for compliance with relevant legislation, codes, and municipal bylaws. Reporting to the Safety Codes Team Lead, you will provide critical technical expertise to developers, contractors, and engagement participants while exercising independent judgment on complex regulatory interpretations.

What will you do?:

Conduct thorough plans examinations and reviews of permit applications for new constructions and renovations to ensure compliance with bylaws and building codes

Issue building permits and maintain the authority to withhold, suspend, or revoke permits through established processes

Coach applicants through issues related to permit applications and follow up to ensure deficiencies are corrected

Consult with internal municipal units and provincial authorities on complex code interpretations to ensure cohesive reporting

Prepare legal agreements for cranes and hoardings and coordinate approvals with departments like Fire Rescue Services and Alberta Health Services

Provide expert interpretations of the Building Code and bylaws to contractors, designers, and developers

Inspect projects for alignment with Occupational Health and Safety Standards and participate in environmental protection training

Training in other Safety Codes areas as business needs require

Qualifications:

Completion of 12th grade plus one of the following educational streams

Recognized Alberta Journeyperson certification (Carpenter, Plumber, Electrician, Sheet Metal Worker, Power Steam Engineer, or Bricklayer) plus 5 years of post-certification building construction experience

OR

2-year technology diploma in a related field plus 7 years of post-diploma building construction experience

OR

Engineering or architecture degree recognized in Canada plus 5 years of building construction experience (minimum 1 year post-degree)

Minimum 1 year of practical experience in building construction, project scheduling, and industry best practices

Certification as a Safety Codes Officer with "Residential", "Part 9", and "Part 3" designations (or equivalent Group A Level 3) with the Safety Codes Council in Alberta





Assets:

Completion of advanced or specialized Safety Codes courses

Practical familiarity with POSSE or similar municipal permit tracking data management systems

Skills required for success:

Expertise in analyzing, interpreting, and applying complex provincial legislation, the Safety Codes Act, and local building codes

Technical evaluation skills to assess structural stability and recognize construction deficiencies or hazards

Strong collaborative communication skills to articulate complex technical concepts in plain language to diverse audiences

Problem-solving skill in negotiating alternative compliant solutions when projects face non-code-compliant barriers

Productive time-management and multi-tasking abilities to navigate steady deadline pressures and competing project timelines

Impartiality, transparency, and consistency when exercising discretionary authority and making regulatory decisions

Adaptability to manage shifting daily priorities between indoor office plans reviews and outdoor field inspections

Proficiency with personal computers and modern digital tools for data entry, communication, and digital plan reviews

Conditions of Employment:

Successful candidates are able to be fit for a respirator, and compliance with the City of Edmonton's Code of Practice for Respiratory Protective Equipment, including medical monitoring, is a requirement of this position

Compliance with the City of Edmonton’s safety standards for Personal Protective Equipment (PPE), such as wearing steel-toe boots, gloves, goggles, sunscreen and coveralls

Hire is dependent on Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement

Candidates are required to hold a valid Alberta Class 5 driver’s license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy.

This position may be eligible for a hybrid work arrangement with the flexibility to work from both and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
