Position Information

Reporting to the Manager, Payroll Services, the Advisor 2, Payroll Services is responsible for the accurate and timely processing of payroll for multiple employee groups in accordance with Collective Agreements, policies, and applicable legislation. The role provides expertise in payroll administration, including the analysis and resolution of complex pay-related issues, and supports employees and stakeholders with HRIS inquiries. The Advisor ensures data integrity, compliance, and consistency across payroll processes while contributing to a high level of service delivery.

Rotation/Shifts

Days, 8 hour shifts.

Responsibilities

- Process payroll for multiple employee groups on a biweekly basis, ensuring accuracy, timeliness, and compliance with Collective Agreements, policies, and legislation.
- Analyze and resolve complex pay-related issues, including entitlements, deductions, time balances, vacation, and statutory holidays.




- Maintain data integrity by auditing payroll transactions and HRIS data, identifying discrepancies, and ensuring accurate records.
- Process payroll changes including hires, terminations, salary adjustments, and leave-related updates.
- Ensure compliance with legislative requirements (e.g., ESA, tax regulations) and internal policies and procedures.
- Collaborate with HR, Finance, and other stakeholders to support payroll operations and resolve issues.
- Contribute to continuous improvement initiatives to enhance payroll processes and service delivery.

Basic Requirements

- Three (3) year Community College Related program;
- Minimum of three (3) years of Payroll experience in a computerized payroll environment;
- Certified Payroll Compliance Practitioner;
- Knowledge of payroll principles and how pay relates to the General Ledgers
- Knowledge and skill on how to read collective agreements and apply scheduling rules to payroll;
- Knowledge of Employment Standards legislation, CRA guidelines, Ministry of Labour guidelines, Service Canada processes and regulations, as well as corporate and departmental policies and procedures;
- Experience working in a large complex +15K employee payroll;
- Ability to prioritize and manage high volumes of data accurately and in a timely manner in a fast-paced environment with stringent deadlines;
- Working knowledge of HRIS (Oracle PeopleSoft HCM v9;2) and the scheduling system (UKG Pro Workforce Management)
- Intermediate working knowledge of Microsoft Window Suites, Outlook, Word, and Excel;
- Demonstrate strong analytical abilities and problem- solving skills;
- Strong organizational skills;
- Excellent attention to detail and accuracy

- Strong interpersonal and communication skills with the ability to exercise sound judgement, discretion, initiative, tact and high degree of confidentiality;
- Eligible to work in Canada.

Preferred Qualifications

- Proficiency in English and French oral expression (level 4 - advanced) and comprehension (level 4 - advanced).

Language Proficiency

The Ottawa Hospital uses a 5-level language proficiency scale to define the required level of language skills in English and in French for positions at the Hospital, and to evaluate job candidate language skills. Language proficiency requirements are based on the nature of the position and the level of interaction with French and English-speaking clients.
