We prioritize compliance, cost efficiency, risk management, and operational readiness to ensure robust, reliable performance across multi-MW to GW-scale campuses. Through lean, innovative, and sustainable practices, we establish and implement the project governance frameworks and processes required to hold delivery teams accountable and ensure projects are executed in full alignment with client requirements and specifications. Role Description

We are seeking an experienced Owner's Representative Consultant to oversee project governance and program management across two mission-critical data center construction projects in Vancouver, BC, and Calgary, AB, for a renowned hyperscale data center developer. This is a 12-month contract in a hybrid arrangement, combining on-site presence at both project locations with work-from-home flexibility. Regular travel between the two sites should be expected. Acting on behalf of the Owner, you will provide independent oversight of schedule, budget, risk, and quality across all phases of design, construction, and commissioning - managed and executed by the general contractor, design consultants,



and trade partners - ensuring the project is delivered on time, within budget, and in full compliance with technical and regulatory requirements. Key Responsibilities

Represent the Owner's interests throughout design, construction, and commissioning across both sites, ensuring the delivery teams' execution aligns with project scope, specifications, and business objectives Establish and oversee project governance frameworks, controls, and reporting structures to hold contractors and consultants accountable to disciplined, transparent delivery Monitor and audit project schedules, budgets, and risk registers maintained by the delivery team, proactively flagging and escalating issues that could impact delivery Coordinate with internal and external stakeholders—including general contractors, design consultants, and vendors to ensure seamless project execution Track progress against critical milestones and hold delivery parties accountable to contractual and performance commitments Validate inspections, quality assurance activities, and commissioning (Cx) processes carried out by the delivery team to confirm compliance with technical specifications and regulatory standards Oversee and audit logistics and expediting processes managed by contractors and suppliers to protect schedule integrity for critical equipment and materials Support and validate system commissioning, integrated systems testing (IST),



and facility handover processes Oversee project closeout activities, including punch list resolution, as-built documentation, O&M; manuals, warranty compilation, and turnover packages Coordinate and validate operations and maintenance (O&M;) training processes to ensure facilities/operations teams are properly equipped ahead of handover Prepare and deliver regular project status reporting to executive stakeholders Qualifications

Proven experience in project management, governance, or Owner's Representative/Owner's Engineer roles overseeing large, complex construction or infrastructure projects Strong background in mission-critical facilities, data centers, or industrial projects, ideally involving MEP systems and power infrastructure Demonstrated ability to audit and validate inspection, quality assurance, and compliance processes against technical specifications and regulatory codes Experience overseeing logistics and procurement processes, including supplier coordination, transport, and site deliveries in mission-critical environments Experience with project closeout processes, including documentation control, as-built drawings, O&M; manual review, and training/turnover coordination Excellent communication, stakeholder management, and negotiation skills, with the ability to operate effectively within multidisciplinary, multicultural teams Strong risk management and documentation discipline, with proficiency in project management and construction software (e.g., MS Project, Primavera P6, Autodesk Construction Cloud (ACC), Cx Alloy, or similar) Degree in Engineering, Construction Management, or a related field, or equivalent practical experience PMP, CCM, or similar qualified certification an asset.
