Position Title:Director of Finance & BusinessSalary:Salary range: $80,203 to $107,162/year; starting salary at midpoint.Benefits:Mandatory benefits, including OMERS (commencing on start date) and Health, Dental Life, AD&D, and LTD (upon completion of probation)Hours: 35 hours per week. Some evenings and weekends.Accountability:Executive DirectorFunction:The Director of Finance & Business is responsible for the overall leadership and management of the Centre’s financial, business, information, and risk management systems. This includes oversight of accounting, payroll, budgeting, insurance, compliance, and administrative policy development.As a key member of the senior management team, the successful candidate will provide strategic financial leadership, ensure regulatory compliance, and support the Centre’s long-term sustainability. The Director of Finance & Business leads the planning, implementation, and evaluation of policies, guidelines, and processes to ensure effective financial management, internal controls, business and IT planning, human resource management, risk and policy oversight, and general administration - all in support of Centre 55’s strategic and operational goals.Status: Permanent Full TimePURPOSE & MANDATECommunity Centre 55, otherwise known as Centre 55, is an agency of the City of Toronto and a registered charity serving the Beaches-East York community since 1975. Centre 55 offers a variety of adult educational and recreational programs and is a multi-site licensed child care provider serving the needs of families with children ages 18 months to 13 years.Centre 55 also runs a very popular summer camp program for children aged 5 to 12 years old; it is the lead organizer of the Beaches Santa Claus Parade; and has a long-standingShare A Christmas program, which donates grocery gift cards and unwrapped toys to local families in need.Vision: Enriching our community as a welcoming place of inspiration, belonging, and well-beingMission: Through programming and service excellence, we contribute to a healthier and happier communityRESPONSIBILITIESFINANCIAL LEADERSHIP, COMPLIANCE, & BUDGET MANAGEMENTLead and manage the annual operating and charitable budget cycles including preparation of financial submissions, business cases and related materials for the City of Toronto and Board of ManagementPrepare all financial submissions and related materials for the annual budgets,



including the City of Toronto submissionMonitor revenues and expenditures and prepare regular financial statements and variance reports to the City of Toronto and Board of ManagementDevelop and maintain financial mechanisms and internal controlsEnsure compliance with Generally Accepted Accounting Principles (GAAP) and Canadian public sector accounting standards for government not-for-profits ("PSAS-GNFPO")Lead the annual audit process, including preparation of schedules and supporting documentationPrepare and submit Annual Charitable Returns and required government remittancesProvide financial and statistical analysis to support the Executive Director and/or Board of Management with strategic decision-makingSupport funding applications and reporting requirements for programming purposesACCOUNTING & BUSINESS SYSTEMS MANAGEMENTDirect and manage all aspects of the Centre’s accounting, audit, financial, business systems, and administration servicesPrepare regular financial/budget statements and variance reports, and related material for funding/grant applicationsMonitor expenditures and control accounts receivable and accounts payable for the proper financial management of the CentreOversight of all information and business systemsRISK MANAGEMENT & INSURANCEOversee the Centre’s information and technology policies and proceduresLead risk assessment processes and implement mitigation strategies pertaining to information technology to ensure compliance with City of Toronto cyber security policies and industry best practicesManage the Centre’s insurance portfolio and related policiesManage information and technology service contractors, as well as insurance and risk management policies and systems.Oversee purchasing and procurement processes, including tendering, contract and inventory management, while providing guidance on strategic spending decisions and identifying opportunities for optimization.HUMAN RESOURCES, PAYROLL, PENSION AND BENEFITS ADMINSTRATIONProvide strategic leadership and advice in various aspects of Human Resources (including payroll, pension and perks and related HRMS systems and ensures the submission of all required HR reports and remittances)Oversee payroll processing and related reporting (T4s, remittances, government returns,



tax payments)Administer pension and benefits systemsMonitor and implement applicable changes to compensation, pension, and benefits structuresHire, supervise, and manage staff performance within the accounting/finance departmentQUALIFICATIONSA post-secondary degree in business, accounting, or financeCPA designation (or currently in-progress) is requiredMinimum of five years of management experience in organizational or corporate services within a charitable non-profit, government agency, or privately held corporation, preferably in a unionized work environment.Proven knowledge and experience in the application of the principles and practices of service planning, performance budgeting, operating and capital budget formulation, analysis, evaluation and controls, financial planning/management processes, generally accepted budgeting principles and techniques, and financial systems with particular reference to public and non-profit organizations; Highly developed interpersonal, verbal, and written communication skills and an ability to communicate to a broad range of stakeholdersExtensive knowledge and experience in managing human resource administration (including payroll and benefits)Knowledgeable about information technology systems and policies, including cyber security risk managementExperience using Sage 300 ADP payroll systems is preferredHighly proficient in Windows, Excel, and database applicationsPass a Vulnerable Sector Police Background CheckEQUITY, DIVERSITY AND INCLUSIONThe City of Toronto is an equal opportunity employer, dedicated to creating a workplace culture of inclusiveness that reflects the diverse residents that we serve.
