NOTE:
Assignment Type: This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.
Extension/Amendment Attestation:
Extensions are permitted only to the extent of unused contract days and/or remaining contract funds. No additional funds will be added beyond the maximum contract value, including any extension options set out in the original SOW.
- Provides a comprehensive range of I⁢ business analysis services for clients with diverse business and technological needs.
- Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
- Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I⁢ solutions can be determined
- Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
- Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified
- Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I⁢ initiatives
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects
- Monitors progress, resolves problems and reports regularly to I⁢ management and stakeholders
- Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up
- Experience developing strategies, preparing business cases and cost-benefit analysis
- Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement
- Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope
- Awareness of emerging I⁢ trends and technologies
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
- A team player with a track record for meeting deadlines

- Demonstrated experience in business analysis to support systems development using a rules engine or business process automation platform
- Experience developing business models; use case models; conceptual and logical data models; process and data flow models; use case surveys; test cases; business rules definition and non-functional requirements definitions for assigned projects
- Demonstrated experience in projects using an agile development methodology
Business Analysis Skills
- Demonstrated experience leading and conducting business analysis to assess client’s business problems/opportunities and documenting business requirements
- Experience conducting policy and business analysis that can be accommodated within existing frameworks and IT solutions to minimize project time/cost implications
- Demonstrated experience applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
- Demonstrated experience leading and conducting business analysis at varying levels of detail, appropriate to the project and phases of project, aligning with Enterprise Architecture and Gating Process
- Experience developing project approval documents, policy approval documents and regulation change materials and other supporting documentation needed for the project
- Demonstrated experience documenting requirements for business rule automation and workflow management solutions
- Experience developing and providing input to QA, system and user acceptance testing strategies, plans and scenarios
- Knowledge and understanding of policy development and analysis, business analysis and data analysis practices
Healthcare Experience
- Demonstrated experience in a health or clinical context
- Demonstrated experience supporting stakeholder engagement activities, particularly in a healthcare context
- Demonstrated experience with the privacy and security requirements of software development in a healthcare or clinical context
- Demonstrated experience in claim adjudication or pharmaceutical context
