Job Title: RQ11387 - Senior Identity Access Management (IAM) Architect/Consultant

Successful candidate will define enterprise IAM architecture, establish governance frameworks, design identity lifecycle processes, and implement secure access management solutions across large-scale enterprise applications. This role requires extensive expertise in Oracle IAM technologies, identity governance, access certification, provisioning, compliance, and enterprise security architecture within complex government environments.

Required

Qualifications

Minimum 10 years of experience in Identity Governance and Administration (IGA).

Minimum 4 years of hands-on experience implementing Oracle Access Governance (OAG) in enterprise environments supporting 60,000+ user identities.

Extensive experience with Oracle Identity Governance (OIG), Oracle Identity Manager (OIM), or Oracle IAM architecture.

Experience designing provisioning and de-provisioning workflows across enterprise applications.

Deep understanding of Segregation of Duties (SoD), governance, compliance, audit, and access review processes.

Strong experience creating architecture diagrams, solution designs, data flow diagrams, sequence diagrams, and technical documentation.

Excellent analytical, communication, stakeholder management, and presentation skills.

Experience implementing Oracle Access Governance within Government or Public Sector organizations.

Oracle E-Business Suite (EBS) or Oracle ERP security and access model experience.

Experience with Oracle Cloud Infrastructure (OCI), middleware,

Experience designing governance solutions using custom portals and request intake layers.

Knowledge of Oracle Risk Management Cloud (RMC).

Experience maintaining complete audit traceability across enterprise IAM environments. Key Responsibilities

Identity Governance & Architecture

Define the target-state architecture for identity management, account management, entitlement governance, request management, approvals, certifications, provisioning, and enterprise reporting.

Design scalable Identity Governance and Administration (IGA) solutions aligned with enterprise security and compliance standards.

Establish application onboarding strategies and integration patterns for enterprise applications.

Develop identity collection, access collection, entitlement, and access bundle strategies.

Define architecture boundaries between Oracle Access Governance, middleware, custom user interfaces, orchestration layers, and downstream enterprise systems.

Access Management & Governance

Design end-to-end identity lifecycle management processes, including user onboarding, role changes, transfers, and offboarding.

Develop provisioning and de-provisioning architectures with automated workflows and status tracking.

Design enterprise access request, approval, fulfillment, review, and certification processes.

Define approval workflows supporting manager, business owner, application owner, compliance, delegated, and fixed approver models.

Establish enterprise certification campaign strategies, including review ownership, remediation workflows, evidence collection, and audit requirements.

Ensure governance controls are maintained across all custom workflows, portals, and integrations.





Oracle Access Governance Implementation

Lead enterprise deployment and configuration of Oracle Access Governance (OAG).

Design identity models, account models, roles, permissions, entitlements, access bundles, and request catalog structures.

Implement Oracle Access Governance APIs to automate identity lifecycle management and enterprise integrations.

Develop custom connectors, adapters, and REST-based integrations for proprietary, legacy, and SaaS applications.

Build Identity Orchestration Layers supporting intelligent routing, business rules, user hierarchy, and Segregation of Duties (SoD) decisions.

Integration & Technical Design

Design secure integrations between Oracle Access Governance and enterprise applications, ERP systems, cloud platforms, and legacy environments.

Develop architecture supporting Java-based integrations, REST APIs, middleware, and Oracle Cloud Infrastructure (OCI).

Design and secure React-based user interfaces integrated with Oracle Access Governance.

Build enterprise reporting solutions using Oracle streaming services and governance reporting capabilities.

Support integration with Oracle Risk Management Cloud (RMC) and enterprise compliance platforms.

Compliance, Audit & Security

Design enterprise Segregation of Duties (SoD) frameworks, preventive controls, and automated risk detection mechanisms.

Ensure complete audit traceability across access requests, approvals, provisioning, certifications, and access reviews.

Develop governance models supporting regulatory compliance, security policies, and enterprise audit requirements.

Implement automated violation detection, remediation workflows, and access certification processes.

Leadership

Review and approve functional, technical, integration, and solution designs.

Lead architecture review sessions, design walkthroughs, and client presentations.

Provide technical leadership and architectural guidance throughout the project lifecycle.

Collaborate with business stakeholders, security teams, solution architects, and development teams to ensure successful project delivery.
